Summary:

This challenging position includes leading the review and approval of subdivision/lot servicing drawings and test results, pre and post construction inspection of infrastructure, witness field tests on site, review and acceptance of record drawings, development tracking and record keeping, and general technical support for other Aquatera departments and external stakeholders.

Job Duties

The successful candidate will:

  • Demonstrate the Principles and Values of the organization
  • Lead quality assurance in new developments and capital projects through routine construction inspections and review of test records
  • Lead subdivision/lot development plan review and approval, authorize mapping of new infrastructure in GIS, and endorse the Construction Completion and Final Acceptance Certificates (CCC/FAC)
  • Conduct field inspections to support shareholder project design and construction; inspections will include locating manholes and valves along with assessment of their condition by visual examination and operation.
  • Review and approve record drawing submissions and update infrastructure records in the asset database as required
  • Represent Aquatera at utility coordination committee meetings with the City of Grande Prairie and County of Grande Prairie
  • Review and comment on alignments for other franchise utility operators
  • Review and approve crossing permits
  • Review and interpret existing and proposed easement agreements and similar legal documents
  • Respond to inquiries from internal and external customers for infrastructure records and statistics
  • Be responsible for routine review and updating of Aquatera’s Design and Construction Standards including approval of new materials and/or construction techniques; updates shall consider industry stakeholder input and feedback
  • Promote and maintain safe working practices, ensuring contractors and their employees adhere to the OH&S Act and Regulations and Aquatera safety policies as applicable including hazard identification and control
  • Review and comment on circulations from municipal development authorities including development permits, subdivision applications and re-zoning applications
  • Establish and maintain an effective working relationship with fellow employees, consultants, contractors, other service providers, and our customers
  • Support ongoing verification and clean-up of data in the asset database/GIS using GPS instruments and visual inspections
  • Complete underground infrastructure locates using GPS field instruments, tracing tools, and pin finders, including the use of picks and shovels to expose buried infrastructure
  • Assist Engineering team with review of design reports, area structure plan reports, outline plan reports, master plan reports and capital project specifications and drawings, project inspections, and field testing
  • Identify and implement initiatives to improve the development process
  • Participate in root cause analysis for safety and equipment failure incidents as assigned
  • Other duties as required
  • The incumbent may:
    • be assigned to manage or support service connections or other capital projects following established processes and procedures including cost management.
    • be assigned specific training duties for new engineering staff.

Requirements

Qualifications

The successful candidate must be legally entitled to work in Canada and possess:

  • Strong commitment to safety in the workplace
  • Strong problem-solving skills
  • Demonstrated ability to provide high quality customer service
  • APEGA registered professional engineer with related design or construction experience preferred; mechanical or civil experience would be an asset
  • A minimum of an Engineering Technology Diploma, ASET registration (technologies) and at least five years related construction experience; civil experience would be an asset
  • Proficiency in the use of electronic devices, the Microsoft Office suite of programs, CityWorks software, AutoCAD, and other software would be an asset
  • Valid Alberta Driver's license (Class 5 minimum)
  • Strong interpersonal skills
  • Strong verbal and written communication skills
  • English language proficiency
  • Ability to communicate tactfully, effectively, and exercise mature judgement with customers, contractors, consultants, and peers
  • The ability to thrive in a team environment

As conditions of employment the successful candidate will be required to:

  • Provide a copy of a valid Canadian Driver’s License (minimum Class 5)
  • Provide a driver’s abstract satisfactory to the Employer
  • Successfully pass a 50 lb. physical fitness test
  • Successfully pass a comprehensive drug and alcohol test
