Position Summary

The Human Resources Business Partner will build strong rapport with client groups by establishing a trustworthy and credible working relationship; acting as a trusted advisor on a variety of complex HR matters; proactively engaging with clients to understand their business needs, challenges, and strategic objectives to address their HR requirements.

Key Duties and Responsibilities

Employee and Labour Relations

  • Demonstrate strong judgment, influencing and coaching skills, paired with a proven ability to build and nurture strong business relationships with all levels of staff, unions, and associations.

  • Provide expert advice on a wide range of employee and labour relations issues, including representing the City in court, discovery, mediation, and arbitration.

  • Participate as an active member of the collective bargaining negotiating team.

  • Lead workplace investigations; coach and mentor leaders through terminations and/or layoffs; and guide the City's leaders on best practices as it relates to employee and labour relations matters.

  • Build rapport with people leaders and staff alike to ensure openness and transparency, and to facilitate honest and open dialogue between different levels of the organization, and to provide robust advice and effective Human Resources consulting services on the people priorities for their assigned client groups.

Leadership Coaching

  • Partner with the City's people leaders and provide coaching and insight on industry best practices across all functions within HR.

  • Participate in the analysis of departmental and corporate re-organizations, providing advice, recommendations, support, and tools for managing change.

  • Provide advice and guidance to ensure the consistent administration, interpretation and communication of corporate, legislative requirements, practices and collective agreements that are in line with the City’s strategic plan.

Supervision of Staff

  • Responsible for the direct supervision of the staff reporting to them. Supervisory duties include assignment and oversight of all projects; handling escalated client and payroll concerns; addressing performance concerns; providing mentorship and supporting professional development.

Talent Management

  • Champion a high-performance environment and assist in the implementation of a people strategy that attracts, retains, develops, and motivates while identifying opportunities for continuous improvement of people systems, processes, and practices, shaping and driving projects to address any gaps or risks.

  • Engage all areas of Human Resources to provide tailored people solutions that are in line with city-wide and departmental workforce goals and priorities, while also sharing relevant business insights with client groups on a regular basis.

Workforce and Succession Planning

  • Work closely with directors and the Executive Leadership Team to not only help develop internal staff and future leaders, but also develop effective transformation plans and help move the business forward in alignment with the strategic goals of the organization.

  • Partner with the client groups to support organizational transformation, including restructuring of departments, divisions, and/or sections.

  • Analyze workforce data and analytics to formulate insights and recommendations and integrate solutions that meet business needs and align with the City's Employee Value Proposition.

  • Facilitate and support performance management and succession planning across client groups while maintaining consistency of approach and alignment with City strategy.

  • Support leaders in workforce planning to identify talent gaps and pipeline requirements to enable efficient recruitment and resourcing processes.

  • Participate and represent the HR Services Division in strategic business plan development with their clients.

Requirements

Education and Experience

  • Degree in Human Resources, or related discipline

  • CHRP/CHRL considered an asset

  • 8-10 years of relevant and progressive industry experience in a unionized environment

  • Proven track record of advancing responsibilities and accomplishments

  • Extensive knowledge of collective bargaining, labour relations, talent management, performance management, attraction and retention, coaching and mentoring skills, WSIB and workplace accommodations.
