Position Purpose

Reporting to the Manager of Corporate Strategy and Transformation, the Health Care Strategy Lead is responsible for managing all aspects of developing a Health Care Strategy for the Town of Georgina, including project planning and management, research and data collection, support of procurement activities, stakeholder engagement, monitoring and progress reporting. This position will serve as a central point of contact for all external and internal stakeholders and will ensure a smooth transition of the Georgina Health Care Strategy implementation and associated programs, and policies.

Responsibilities:

Georgina Health Care Strategy Development:

  • Manages the Georgina Health Care Strategy development process, following Project Management principles and best practices, including managing a Consulting team and liaising with internal and external stakeholders through the Strategy development; creating/maintaining all project artifacts; scope/budget/timelines/risks/stakeholders/communication/etc.
  • Leads the research and data gathering for the development of the Georgina Health Care Strategy; including managing third parties to perform environmental scans, conduct data analysis, prepare presentations and reports
  • Works with third parties to coordinate and facilitate discussions, to conduct public information sessions, prepare and administer surveys and other required materials, collects and analyse data
  • Presents progress and findings to stakeholders as required
  • Develops and maintains professional relationships with internal and external stakeholders (e.g., Northern York South Simcoe Ontario Health Team (NYSS OHT), Health Georgina, Georgina Nurse Practitioner-Led Clinic, York Region Health Services, other municipalities, broader public sector organizations, Town’s departmental leads, etc.)
  • Monitors the progress of the Georgina Health Care Strategy development to ensure accountability and track scope/budget/milestones/etc. towards goals and targets

Georgina Health Care Strategy Management and Leadership:

  • Supports the development and transition to implementation of the Georgina Health Care Strategy
  • Collaborates with and coordinates the participation of internal stakeholders and external partners such as NYSS OHT, Health Georgina, the Georgina Nurse Practitioner-Led Clinic, York Region Public Health, etc.
  • Offers expertise to internal and external stakeholders relating to the Georgina Health Care Strategy
  • Supports the development of policies, plans and strategies, as well as procedures and guidelines related to the Georgina Health Care Strategy
  • Supports and manages community engagement activities related to the development of the Georgina Health Care Strategy
  • Recommends project team members based on corporate impact, relevant experience, and resource availability/corporate capacity
  • Manages procurement activities as required
  • Manages contracts and vendors as required

Human Resource Management and Team Leadership Responsibilities:

  • Manages diverse project teams including both internal and external stakeholders and third-party consultants in the development and management of the Georgina Health Care Strategy, including selection, scheduling, assigning and monitoring work, determining training and development needs, coaching and mentoring, performance against determined measures and outcomes
  • Oversees and directs the work of special projects personnel and staff including monitoring work progress. Makes recommendations on the hiring of special projects personnel and/or consultants
  • Ensures compliance with the Occupational Health and Safety Act and other applicable legislation
  • Enforces the Town’s Health and Safety Program, procedures and best practices
  • Provides visible and positive leadership to staff developing and nurturing a work environment that is inclusive, respectful, and motivating for staff

Other Duties:

  • Performs other duties as assigned in accordance with departmental and corporate objectives
  • Acts as a member of various strategic, corporate and external committees and teams, providing advice on relevant initiatives/policies as required
  • May occasionally be required to work outside of normal business hours

Issues Management:

  • Proactively manages high priority issues requiring attention
  • Represents the Strategic Initiatives Department as a facilitator and/or mediator and utilizes conflict resolution skills to effectively resolve issues or conflicts between internal and external partners
  • Coordinates corporate-wide responses on issues and opportunities related to the Georgina Health Care Strategy and other areas as needed
Requirements

Education and Training:

  • University Degree or College Diploma related to Health Care, Business or other relevant discipline from an accredited University or College
  • Course training in Health Care and Health Service, or other health related topics
  • Project Management Professional certification is considered an asset
  • Training in Facilitation or Community Engagement considered an asset

Experience:

  • Five (5) years of demonstrated experience in related to Strategy and Plan development and Project Management experience
  • Direct experience related to health care initiatives
  • Direct experience in community engagement and outreach activities
  • Experienced developing strategic planning documents, and writing detailed proposals, plans, and reports
  • Demonstrated experience in leading and collaborating with cross-functional and multi-disciplinary teams, both internal and external to the organization
  • Extensive experience with complex corporate initiatives and cross-departmental projects
  • Previous experience working in municipal government in a cross-corporate capacity and having had supervisory or leadership experience are considered assets

Knowledge:

  • Strong knowledge of health care and the health care system, with specific understanding of municipal and Town of Georgina needs and priorities 
  •  Knowledge of program and project management, change management, issues management, conflict resolution and mediation
  •  Knowledge of provincial and federal legislative, regulatory and policy frameworks related to health care and the ability to interpret/translate that knowledge into policies and priorities for the corporation
  • Knowledge of municipal working environments and government relations
  • Knowledge of contemporary research techniques and evaluation methods with a high level of communication skills, both oral and written, for report writing and presentations to a variety of audiences
  • Knowledge and understanding of the Privacy Act, Ontario Freedom of Information and Protection of Privacy Act, Personal Information Protection and Electronic Documents Act (PIPEDA) and Municipal Freedom of Information and Protection of Privacy Act (MFIPPA)

  • Ability to work collaboratively with others and possess strong interpersonal skills
  • Strong leadership, policy, program and project development/management, analytical, problem- solving, group facilitation, research and evaluation, report writing, presentation, organizational, team coordination and professional relationship building skills
  • Demonstrated strength in consensus building with diverse/complex groups of various sizes
  • Ability to resolve problems related to policy, program and project risk and change management (e.g. changes to scope, schedule and cost, etc.)
  • Demonstrated ability to deal effectively and tactfully with a wide variety of internal and external groups, networks and contacts and provide direction and leadership to same
  • Sound analytical and problem-solving skills and the ability to make decisions in accordance with applicable regulations, policies and procedures
  • Strong self-management with the ability to work independently with minimal direction; taking initiative and seeking approval where necessary
  • Strong computer literacy utilizing Microsoft Office desktop applications and software, including Word, Excel, Power Point and Project and Internet applications
  • Ability to work effectively with all levels of staff and government, elected officials, consultants, various professionals and the general public
  • Availability to work unscheduled overtime and attend meetings or events scheduled beyond regular work hours as required
  • Valid Class 'G' Driver's license and reliable vehicle to use on corporate business;
  • Police Criminal Check deemed as satisfactory to the Town

Physical Demands and Working Conditions

  • Hybrid Work Environment, on occasion in-person attendance at Council meetings and community events in Georgina will be required
  • Normal office conditions
