Position Summary

*** Note: Pay Range is based on 2023 Rates of Pay***

The Corporate Buyer provides purchasing support and expertise to City of Kingston staff for the purchase of materials, services and equipment.

KEY DUTIES & RESPONSIBILITIES
Plan and schedule work in conjunction with the direction provided by the Purchasing Manager and in accordance with the purchasing requirements and priorities of the corporation

Support departments and divisions in the administration of procurement activities including the development of specifications, evaluation of submissions and application of corporate policy, procedures and trade treaty requirements

Responsible for the review of City procurement documents, where required (Tenders, Request for Proposals, Request for Information) and for the preparation of procurement documents with respect to standing purchase orders

Provide corporate support for FMS purchasing system queries including purchase requisitions, purchase orders, queries, and reports

Provide back-up to City purchasing agents

Support the procurement card program; Process applications and issue corporate credit cards, maintain and update cardholder listing, audit credit card statements to ensure compliance with policy and procedures, and report non-compliance issues to Manager, Purchasing

Manage the distribution of all procurement documents and addenda, including public advertising of procurement opportunities where required

Ensure proper approvals have been obtained, and that proper purchasing procedures/policies have been followed

Assist with administration of standing purchase orders, vendor pre-qualifications and roster development

Other duties as assigned

Requirements

Qualifications, Competencies

2 year diploma in materials management or a business related program

Two (2) years’ experience in purchasing, preferably in a public or municipal sector organization

Preference given to members of a professional purchasing association working towards a designation (e.g. the Ontario Public Buyers Association (OPBA)

Must demonstrate corporate competencies: Customer Focus, Results Orientation, Integrity, and Teamwork

 

Skills, Abilities, Work Demands

Proficient in various Microsoft Office programs

Excellent computer skills

Excellent communication, negotiating and organizational skills are essential

Must be willing to upgrade experience with on-going educational seminars and courses as deemed necessary by the Manager, Purchasing

Must obtain and maintain a satisfactory criminal record check

Salary & Benefits

Regular Full-Time, CUPE

35 hours per week; Hybrid 

$29.39 - $36.64 per hour + pension, benefits, & paid vacation
