Position Summary:

Reporting to the Chief Administrative Officer, the Director of Operations is accountable for all activities related to the Town’s roads, stormwater management, potable water, wastewater, transportation, bridges, waste management, environmental initiatives, programs and facilities, and engineering related to existing and future municipal infrastructure both assumed, to be assumed and infrastructure within private and condominiums that are connected to municipal services and all municipally-driven infrastructure projects.

Participates as a member of the Senior Management Team providing input on departmental/corporate planning and strategic initiatives; leads and/or participates on project teams, as assigned, and champions the corporate mission and values departmentally among departmental colleagues, and corporately.

Requirements
  • Requires a University Degree in a related field.
  • Eight to ten (8-10) years of progressive senior management experience overseeing the administration of Public Works functions, including transportation, planning, operations, water supply and distribution, sanitary sewage and treatment, stormwater management, and land development, preferably in a municipal or public sector environment.
  • Possess a thorough understanding of the legislation and policies that affect the Department, including familiarity with municipal law, insurance, and employee relations.
  • Experience developing and managing capital and operational portfolios.
  • Technical knowledge of the Municipal Act, Drainage Act, Public Utilities Act, Highway Traffic Act, Safe Drinking Water Act, Water Resources Act, Occupational Health and Safety Act, and other applicable legislation.
  • Broad range of experience in a variety of areas including all disciplines of Civil Engineering, administration and management, finance and accounting, statute, contract and common law, fleet procurement and management, and computer applications for engineering and management.
  • Excellent leadership, communication, analytical, supervisory, organizational, sound judgment, and time management skills.
  • Ability to exercise exceptional judgment in dealing with confidential and sensitive information.
  • Ability to collaboratively work with elected and non-elected officials and staff at all levels while promoting and fostering a positive and respectful environment.
  • High level of proficiency with Microsoft Office and related software utilized by the Corporation.
  • Sound analytical thinking, planning, prioritization, and execution skills.
  • Strong business acumen.
  • Strong formal and informal leadership skills.
  • A clear and solid understanding of the issues faced by the organization and the industry.
  • Ability to delegate, set expectations, and monitor the progress of all direct reports.
  • Experience with coaching and development of management-level employees.
Salary & Benefits

This is a full-time opportunity at the Town. The salary range for this role is $128,473.80 – $150,313.80 (2023 Rate). The Town also offers the following to our employees:
