Position Summary

The Assistant Deputy Chief of Communications and Emergency Management will lead the operational and emergency communication systems, data management, and customer relations for the City’s 911 Public Safety Answering Point and Dispatch Center. The Assistant Deputy Chief will also collaborate with the City of Richmond Hill’s internal divisions and departments to coordinate assigned activities with nongovernmental organizations and outside agencies and provide highly responsible and complex administrative support to the City of Richmond Hill’s Community Emergency Management Program Advisory Committee. Additionally, this position will act as the City’s emergency management program coordinator in accordance with Ontario Regulation 380/04 of the Emergency Management and Civil Protection Act.

Key Duties and Responsibilities

  • Oversees the organization, staffing, and operational activities for the Communication division; responsible for effective management of the City’s 911 dispatch center and the automated functions of various communication systems.
  • Leads and oversees customer service requests for contracted dispatch clients, the public, and City of Richmond Hill inter-divisional and department staff.
  • Oversees the quality assurance program as it relates to the communication center and applicable industry standards and best practices.
  • Leads the development and implementation of related policies and procedures.
  • Identifies opportunities for improving service delivery methods and procedures; identifies resource needs; reviews with appropriate management staff; implements improvements.
  • Oversees and reviews the work plan for assigned communication services and activities; assigns work activities and projects; monitors workflow; reviews and evaluates work products, methods, and procedures; meets with staff to identify and resolve problems.
  • Oversees the compliance of the communication center with the NFPA 1221 and NFPA 1061 standards and industry best practices.
  • Ensures operational compliance with federal and provincial laws on dispatch services; maintains records and logs as necessary. 
  • Ensures the review, update, and management of the Communications Division’s technology, dispatch equipment, and replacement reserves to make recommendations that ensure department needs are met.
  • Develop and administer effective and efficient operations of department programs within a NG 911 environment, including the evaluation of new products, processes, and/or recommendations for changes to the provisions of services.

Duties and Responsibilities Cont'd

  • Assigns work activities, projects, and programs; reviews and evaluates methods and procedures; meets with staff on a regular basis to identify and resolve problems; and escalates concerns to senior officers as required.
  • Provides leadership and communications through regular meetings and appropriate delegation of responsibilities.
  • Will be the City of Richmond Hill’s designated Emergency Management Program Coordinator in accordance with Ontario Regulation 380/04 of the Emergency Management and Civil Protection Act.
  • Coordinates the development and implementation of the municipality’s emergency management program.
  • Coordinates the municipality’s emergency management program in so far as possible with the emergency management programs of other municipalities, ministries of the Ontario government, and organizations outside government that are involved in emergency management.
  • Reports to the municipality’s emergency management program committee on his or her work coordinating the emergency management program.
  • Oversees all activities of the Community Emergency Management program:
    • Development, implementation, and maintenance of the emergency management program.
    • Facilitates the delivery of public education.
    • Facilitation and activation of the Emergency Management Plan.
    • Compliance with legislative requirements.
    • Represents the City of Richmond Hill on the Region of York Community Emergency Management Coordinator working group.
Requirements

Education and Experience

  • Two (2)-year post-secondary college diploma or university degree in fire service administration or equivalent working experience.
  • Community Emergency Management Certification through Emergency Management Ontario.
  • Ten (10) years of progressively responsible fire service experience, including:
    • proven management experience that includes the leadership of others in a unionized environment.
    • experience in the organization, preparation, implementation, and delivery of fire-related courses and programs.

Required Skills/Knowledge

  • Thorough knowledge of the following principles and standards: operations, services, and activities of emergency communications programs relevant to the Richmond Hill Fire and Emergency Services communication center - Versaterm CAD, RMS (currently Firehouse), and Motorola radio systems.
  • Rules, regulations, and procedures relating to fire radio communications, telephone procedures, and dispatching, including proper operation and care of radio, computer, and telephone equipment.
  • Principles of budget preparation and control: can produce data and dashboard reporting as required by other staff.
  • Demonstrated Ability to:
    • Manage the operation of a communication center.
    • Operate a variety of office equipment, including computers and applicable software applications.
    • Prepare clear and concise reports.
    • Determine dispatch priorities, appropriate personnel, and equipment using judgment in the application of policies, rules, regulations, and standard operating procedures.
    • Work rapidly under stress and exercise good judgment in emergency situations.
    • Make quick decisions in directing shift personnel to handle non-routine situations; Understand and carry out oral and written instructions.
    • Communicate clearly and concisely, both orally and in writing.
    • Establish and maintain effective relationships with those contacted in the course of work.
  • Minimum of a valid Ontario class G driver’s license in good standing.
