Description
Summary:

All Operations Supervisors directly; and indirectly, all personnel reporting to the Supervisors. In emergency conditions, may supervise various crews.

Duties and Responsibilities:

(These set out the principal functions of the position and shall not be considered as a detailed description of all the work requirements).

  • Planning, organizing and assigning work for supervisors, crews, equipment and materials to perform all activities of daily maintenance work with the Division.
  • Provide technical support and guidance to Supervisors.
  • Recruitment and selection, training, performance management and other related managerial responsibilities for supervisors and staff.
  • Assisting in administration of the Collective Agreement, provision of adherence to its articles and including first intervention in all matters relating to discipline.
  • Liaise with other divisions, divisions and departments, the Regional Municipality of Niagara, contractors, the public and all underground utilities organizations to answer inquiries and complaints, maintain good communications, and generally optimize public works service for the City of St. Catharines.
  • Preparing recommendations and schedules for annual inspections and preventive maintenance.
  • Investigating and preparing reports and recommendations for all Division problems, including accident claims.
  • Evaluating and monitoring of all Operations Division costs, performance of staff, contractors and safety programs, and ensuring that requested and program work is completed.
  • Responsible for performing workplace inspections, conducting safety information sessions, observing employee safety, investigating incidents, correcting safety violations and commending employee health and safety performance etc. including the documentation of these activities.
  • Performing other similar and related duties, as required.
Requirements

Position Requirements:

  • A college diploma in Engineering, Construction, or a related field.
  • Minimum of seven (7) years’ experience managing and administering all aspects of an Operations Division in a medium or large public sector employer.
  • Current Certified Engineering Technologist (CET) Designation or equivalent relevant experience.
  • Proven success leading in a unionized environment.
  • Initiative to plan programs, update procedures, and improve staff performance in order to meet broad directives in specific responsibility areas.
  • Superior leadership and communication skills with demonstrated success in developing, leading and managing professional teams.
  • A demonstrated commitment to enhancing a safety culture through effective management with the goal of achieving a healthy and safe operation.
  • Advanced working knowledge of Microsoft Office.
  • A demonstrated commitment to service excellence and quality.
  • The ability to work in a team environment, liaise with key external and internal stakeholders at all levels of the organization and to function effectively with minimal supervision.
  • Professional, proven customer service with well-developed interpersonal and relationship skills.
  • Excellent communication skills, both written and verbal.
  • Attention to detail with strong organizational and multi-tasking skills.
  • Valid Ontario Driver’s License, Class “G”, with a clean driving record.
  • A demonstrated commitment to enhancing a safety culture through effective management with the goal of achieving a healthy and safe operation.
  • Proven completion of Ministry of Labour Supervisor Health and Safety Awareness training.
Salary & Benefits

Salary Range: Minimum $126,591 annually; Maximum $148,093 annually

Expected Work Location: 383 Lake Street, St. Catharines

Hours of Work:  35 hours per week
