GENERAL DESCRIPTION:   

Under minimal supervision, the Automation Control Technologist maintains infrastructure consistent with the water and sewage supervisory control and data acquisition (SCADA), programmable logic controller (PLC), human-machine interfaced (HMI), and communication platforms. The incumbent will program, repair, design, replace, and upkeep all technical software, hardware, blueprints and technical data sheets. They will also provide technical assistance, inspect the work of staff and contractors, and coordinate service delivery with internal and external clients. Position exercises considerable degree of independent judgement, problem solving, and decision making. Poor judgement or errors can have significant financial impacts and/or negative impact on municipal operations, corporate image, and strategic direction.

RESPONSIBILITIES:

  • Develop, modify, and maintain all PLC/HMI/SCADA programs in accordance with IEC 1131-3 standards.
  • Participate in the Management of Change Process as it relates to Automation Control.
  • Design and integrate new logic for PLC/HMI/SCADA systems as needed.
  • Participate in site acceptance testing (SAT) and commissioning for PLC/HMI/SCADA systems.
  • Respond to call-outs for Process Control System field service. 
  • Update and revise emergency operation plans and SCADA orientation manual.
  • Requisition materials and supplies as per policy.
  • Develop and maintain long term technology plans related to the continuing operational requirements and projects.
  • Prepare and issue reports, statistics, and undertake special projects.
  • Train operators, end users, technologists, and other staff as required.
  • Ensure the upkeep of all required documentation blueprints, schematics, databases, and process control manuals.
  • Develop, integrate, and deploy new applications, system software, or enhancements to existing applications within environmental services.
  • Research and make recommendations on both software and hardware products and services in support of procurement and development efforts.
  • Review and analyze existing applications.
  • Demonstrate positive and supportive leadership in efficiency and technology.
  • Perform other related duties as required.
Requirements

QUALIFICATIONS

KNOWLEDGE, SKILLS, AND ABILITIES:

  • Strong verbal and written communication skills, including the ability to prepare written reports.
  • Proven ability to employ a Management of Change Process as it relates to Automation Control
  • Demonstrable knowledge of the principles, practices, and techniques in PLC programming.
  • Decision-making, troubleshooting, organizational, and conflict resolution skills are essential.
  • Proven knowledge of IEC 1131-3 standards.
  • Ability to present automation and control concepts in technical and plain language terms to non-technical staff individually and in groups.
  • Proven ability to transfer knowledge through leadership and training skills.
  • Ability to troubleshoot and self-teach new concepts and techniques.
  • Water and wastewater knowledge, chemistry and mechanical knowledge (i.e. pumps, motors) would be an asset.

EDUCATION AND EXPERIENCE: 

  • High School Diploma or GED equivalent is required. 
  • One of the following certifications is required:

                 - Journeyperson Instrumentation Mechanic

                 - Applied Science Technician or Applied Science Technologist

                 - Instrumentation or Electrical Engineering Technologist

  • Five (5) years of Industrial Control System programming experience that includes two (2) years of experience providing support for SCADA systems is required.

OTHER REQUIREMENTS: 

  • Submission of a Criminal Record Check.
  • Immunizations are strongly recommended for work in unsanitary conditions.
