This position is located within the Regional Municipality of Wood Buffalo in the rural community of Fort Chipewyan, approximately 223 kilometers north of Fort McMurray. Nestled on the northwest shore of Lake Athabasca, Fort Chipewyan is one of the most northern communities in the Regional Municipality of Wood Buffalo. Isolated by nature, Fort Chipewyan is accessible by plane or boat in the summer and by a winter road in the winter. 

Fort Chipewyan is the oldest settlement in all of Alberta. It was named after the Chipewyan people who first lived in the area. More than 235 years later, trapping and fishing are still activities enjoyed by residents of Fort Chipewyan.

Approximately 1,000 residents live in Fort Chipewyan, making it the second-largest community in the Regional Municipality of Wood Buffalo. Many of the residents of Fort Chipewyan are Mikisew Cree First Nation, Athabasca Chipewyan First Nation, and Fort Chipewyan Métis.

 

GENERAL DESCRIPTION:

This position is located within the Regional Municipality of Wood Buffalo in the rural community of Fort Chipewyan, approximately 223 Kilometers north of Fort McMurray.

Reporting through various levels and types of supervision, the Utility Treatment Technician, Water Treatment, performs daily activities relating to controlling the water treatment process, which impacts the quality of potable water. This may include the performance of safe work practices, maintenance, laboratory, administration, or duties with respect to reservoirs and pumping stations. The incumbent must work to ensure compliance with various municipal, provincial, and federal regulations at all times. Good judgment is required to maintain a positive impact on regulatory compliance, municipal operations, municipal image, and the health of residents.

RESPONSIBILITIES:

The Utility Treatment Technician (UTT) includes five levels that are differentiated based on the Water Treatment Certification level held by the UTT from Alberta Environment and Parks (AEP); these include Trainee (no certification), Level I, Level II, Level III, and Level IV. 

Job responsibilities accumulate from the trainee designation level to the maximum certification level acquired by the UTT. Utility Treatment Technicians are required to complete the responsibilities listed for certification levels below their specific level, as necessary to carry out the duties of the position. Due to the collaborative nature of the work, UTTs may also perform responsibilities listed for levels above their own certification level, provided it falls within the scope of their current AEP certification, competency as confirmed through training, or under the technical direction of a UTT of a higher level.

In addition to the responsibilities listed under the UTT Water Treatment Level I, a UTT Water Treatment Level II also has the below responsibilities:

  • Perform duties relating to Direct Responsible Charge (DRC) requirements in the field as per AEP requirements.
  • Assist with developing safety meetings for assigned tasks.
  • Compile information for the purpose of completing regulatory reports.
  • Provide coaching and mentoring of junior technicians to promote system understanding and development.
  • Observe and report water treatment plant equipment failures and arrange for maintenance issues to be corrected by creating work requests. 
  • Inspect and monitor infrastructure to ensure efficient operation according to manufacturers’ specifications, internal preventive maintenance program standards, and municipal engineering standards. 
  • Use control room systems, visual inspections, and laboratory results to optimize and control the treatment process and maintain plant records. 
  • Ensure system sampling is completed routinely and correctly for all facilities.
  • Adhere to and support the development and revision of procedures and policies pertaining to safety, treatment operations, plant inspections, etc. 
  • Respond to customer enquiries relating to water quality, quantity, treatment, odors, or distribution.
  • Perform other related duties as required. 
Requirements

QUALIFICATIONS

KNOWLEDGE, SKILLS, AND ABILITIES:

  • Skilled in the operation of machines, tools and mobile equipment used in municipal water treatment facilities under varying conditions.
  • Proficiency in the use of various sampling and testing equipment and instruments. 
  • Ability to understand and execute verbal and written instructions, read and interpret blueprints, drawings, plans and specifications.
  • Communicate respectfully with co-workers and ability to maintain cooperative and productive working relationships.
  • Demonstrate dependability and reliability by having the ability to work with varying levels of supervision, including some tasks with no direct supervision.
  • Must be familiar with methods and procedures, quality and safety standards relative to each job being performed as per Municipal and industry standards. 
  • Proficiency with various Microsoft applications (Word, Excel, Outlook) and the ability to utilize office equipment. 
  • Math and numeracy skills for calculations relating to volume, flow, velocity, chemical dosage, consumption, etc.  

EDUCATION AND EXPERIENCE: 

  • High School Diploma or GED equivalency is required.
  • Level II Water Treatment Certification is required. 
  • Levels I - IV, Water Treatment Certifications, may be considered.
  • Three (3) years experience as per AEP experience requirements.

OTHER REQUIREMENTS: 

  • Submission of a Criminal Record Check.
  • A valid Class five (5) Operator’s Licence is required as incumbent will be required to operate a personal or municipal vehicle for business use on a regular basis. 
  • Must be willing to work outside in all conditions. 
  • Immunizations are strongly recommended for work in unsanitary conditions.
  • Must be medically and physically able to perform all duties of the position on an ongoing basis.
