Description
This position is located within the Regional Municipality of Wood Buffalo in the rural community of Fort Chipewyan, approximately 223 kilometers north of Fort McMurray. Nestled on the northwest shore of Lake Athabasca, Fort Chipewyan is one of the most northern communities in the Regional Municipality of Wood Buffalo. Isolated by nature, Fort Chipewyan is accessible by plane or boat in the summer and by a winter road in the winter. 

Fort Chipewyan is the oldest settlement in all of Alberta. It was named after the Chipewyan people who first lived in the area. More than 235 years later, trapping and fishing are still activities enjoyed by residents of Fort Chipewyan.

Approximately 1,000 residents live in Fort Chipewyan, making it the second-largest community in the Regional Municipality of Wood Buffalo. Many of the residents of Fort Chipewyan are Mikisew Cree First Nation, Athabasca Chipewyan First Nation, and Fort Chipewyan Métis.

 

GENERAL DESCRIPTION:

Working under the guidance of the Environmental Services leadership team, the Utility Operator performs daily activities relating to the preventive and corrective maintenance of the water distribution, wastewater collection, and storm collection systems. The incumbent holds operator certification under the Alberta Environmental Protection and Enhancement Act for operations compliance and must work to ensure compliance with various municipal, provincial, and federal regulations at all times. 

RESPONSIBILITIES:

  • Provide direct first-level oversight in the field to complete routine preventive and corrective maintenance.
  • Perform preventative and corrective maintenance to the water distribution, wastewater collection, and storm collection systems. 
  • Inspect and monitor infrastructure to ensure efficient operation according to manufacturers’ specifications, internal preventive maintenance program standards, municipal engineering standards, and AWWA standards.
  • Construct and/or monitor construction for the repair of pipelines and appurtenances to ensure specified standards are met.
  • Operate equipment used in the maintenance and repair of the water distribution and wastewater collection system.
  • Maintain daily operation equipment log, detailing condition of equipment, and complete daily records and workplace safety inspections.
  • Complete pre-excavation inspections, approvals and permitting as needed for repairs.
  • Complete utility locates for water distribution, wastewater collection and storm water collection systems.
  • Review pre-excavation checks with UGS staff, onsite personnel, and contractors.
  • Direct the operation of all facets during pipe excavations including safety, traffic control, barricading, and trench sloping.
  • Coordinate in-field confined space entry safety requirements.
  • Develop and conduct tailgate safety meetings for assigned tasks.
  • Participate in construction completion certification and final acquisition inspections.
  • Participate in service connections inspections.
  • Represent UGS in the field for project inspections, complex utility locates, and system troubleshooting.
  • Collect and submit water, wastewater, and storm water samples.
  • Complete daily records and prepare reports for preventative and corrective maintenance programs and incident response events.
  • Perform general labour tasks related to the preventative and corrective maintenance of water distribution and wastewater collection systems. 
  • Read and interpret utility maps and drawings.
  • Provide input on infrastructure maintenance status to other departmental staff and leadership as required.
  • Ensure assigned equipment/tools is available, maintained and is in good working condition.
  • Respond to public inquiries and provide assistance as required.
  • Perform other related duties as required. 
Requirements

QUALIFICATIONS

KNOWLEDGE, SKILLS, AND ABILITIES:

  • Skilled in the use of hand/power tools used in preventative and corrective maintenance of municipal infrastructure, such as, but not limited to, curb saws, drills, impact guns, grinders, pumps, diffusers, generators, and jackhammers.
  • Knowledge in the operation and safety of various equipment under varying conditions, including, but not limited to, flusher trucks, hydro-vac, steam trucks, vacuum trucks, tandem trucks, and rubber tire backhoes and loaders. 
  • Proficiency in the use of various sampling and testing equipment and instruments. 
  • Ability to understand and execute verbal and written instructions.
  • Proven ability to read and interpret drawings and plans, specifications, contracts, and work scopes.
  • Ability to communicate respectfully and maintain cooperative and productive working relationships. 
  • Demonstrate dependability and reliability by having the ability to work with minimum supervision, including some tasks with no direct supervision.
  • Must be familiar with methods and procedures, quality, and safety standards relative to each job being performed as per municipal and industry standards. 
  • Proficiency with various Microsoft applications (Outlook, Word, Excel), PDF software and office equipment is an asset. 
  • General math and numeracy skills for excavation calculations, leak detection, and flow rates.  
  • Demonstrated leadership skills and ability to coordinate and prioritize work activities.

EDUCATION AND EXPERIENCE: 

  • Alberta Environment and Protected Areas (EPA) Water Distribution Level II,

Or

  • EPA Wastewater Collection Certification Level II is required.
  • Additional EPA Water Distribution and/or Wastewater Collection levels are an asset, with preference given to candidates who hold a Level II or higher in both Water Distribution and Wastewater Collection.
  • EPA Level II certification in both Water Distribution and Wastewater Collection must be obtained within (3) years of the date of hire.
  • Five (5) years of combined experience in construction, maintenance, testing of municipal water and/or residential/commercial services is required, including at least three (3) years of experience in water distribution and wastewater collection systems. 
  • Two (2) years of leadership experience is an asset.

OTHER REQUIREMENTS: 

  • Submission of a Criminal Record Check.
  • Pre-employment testing may be required as part of the interview process.
  • A valid Class five (5) Operator’s License is required as the incumbent will be required to operate a personal or municipal vehicle for business use on a regular basis. 
  • A valid Class three (3) Operator’s License is an asset.
  • Q-endorsement (Air Brakes) is an asset.
  • Must be willing to work outside in all conditions. 
  • Immunizations are strongly recommended for work in unsanitary conditions.
  • The work will include the use of equipment hand and power tools and has the potential for moderate to extreme safety hazards. 
  • The incumbent will be required to work in (both urban and rural) communities, as well may be required to travel and stay for several days (including overnight) in rural locations. 
  • The incumbent may be required to work a rotating shift that includes statutory holidays, evenings, night shifts and weekends. 
  • Will undertake standby service on a rotating basis as required and must be able to respond while on standby.
