POSITION OVERVIEW:
Reporting to the Controller, Accounting and Treasury, this position is responsible for providing leadership and coaching to the staff in revenue and taxation, utilities and customer accounts. This position oversees property tax and assessment, utility and other revenue billings, maintenance of customer accounts and front counter service (reception, mail distribution, cash receipts and other related services). The incumbent will provide technical support to interdepartmental committees and work teams as a representative of the Finance department and will support the Controller in the enhancement of customer service to internal and external customers, and policy development and implementation.
Responsibilities:
Revenue and Taxation
- Work with the Controller to set service delivery standards for the work unit that meet strategic direction, operational requirements and customer needs.
- Provide assistance to the Controller in the development and implementation and/or review and update of policies and corresponding procedures.
- Engage in risk assessments related to financial reporting, revenue management, and business processes to ensure appropriate internal controls are implemented and monitored to support the accuracy and completeness of financial reporting and prevention of fraud and error.
- Serve as technical expert on Diamond/Great Plains modules for Customer Maintenance, Utility Billing, Sales and Cash Receipting and the Tax and Assessment Modules.
- Evaluate the application of software and identify user requirements in taxation and utility billing and general trade in order to meet best practices, maximize revenue, and ensure efficiencies.
- Provide oversight and leadership to the utility revenue function, the meter change out plan, and the implementation of utility rates.
- With the assistance of the Controller, identify major sectional issues, policies or programs that require review and/or enhancement and recommend appropriate studies or reviews.
- Monitor Municipal Government Act (MGA) and Regulation updates to ensure City compliance.
- Assist team in responding to difficult customer issues and develop and implement cross training plans to advance versatility amongst staff.
- Support the Controller in the negotiation of contracts for assessment, meter replacement and various professional services.
- Serve as the financial representative for the ARC transit program, providing input and feedback
- Reconcile and record transit revenues from ARC's D365 accounting system. Reconcile and provide City's total transit revenues to for expense allocation.
Accounting/Budgeting Support
- Oversee revenue and cash transactions (compilation of cash batches and preparation of bank deposits) and the reconciliation of sub-ledgers to the general ledger. Provide support to the Revenue Analyst and Treasury staff with reconciliation processes.
- Monitor the aging of utility accounts receivable and oversee the follow up and/or eventual write-off of potentially uncollectible accounts.
- Provide quarterly reporting to the Controller on status of aged accounts receivable for discussion with the CFO and CLT, as required.
- Review monthly water loss reporting for distribution to key stakeholders in the organization.
- Provide consumption and revenue data to contractor for calculation of updated utility rates (i.e. storm, water & sewer) at least annually.
- Work collaboratively with the CFO, Controller, and Assistant Controller of Budget & Financial Planning on the calculation of utility and tax rates and update of tax and utility assumptions.
- Provide support to the Assistant Controller - Accounting and Reporting where required to prepare the quarterly financial statements, interim and year-end financial reporting, walkthroughs and analysis, and the annual report.
Stakeholder and Strategic Support
- Be the Finance representative on internal working groups from time to time as assigned by the Controller.
- Represent Finance in meetings with other departments to provide enhanced service and customer support.
- Create the work plan for the Treasury work group and mentor staff where required.
- Work closely with other departments to ensure land management and utilities functions are aligned.
- Oversee the creation of the work plan for the Treasury work unit of the Finance department.
- Receive and investigate complaints or concerns relative to the delivery of section services and ensure appropriate information is provided or appropriate action taken.
Supervisory Management
- Ensure leadership aligns with the City's strategic and corporate plans as well as values and guiding principles.
- Provide a high level of coaching, training, and mentoring to section staff in the achievement of their goals and projects throughout the year and during the performance management process.
- Manage the daily operations of revenue and taxation and utilities and customer accounts, setting goals and expectations for the team, making decisions regarding staffing matters, stressing the importance of teamwork, ensuring the overall efficiency of services provided.
- Demonstrate commitment to staff development and skill advancement through the provision of training opportunities and access to necessary tools and a supportive environment for learning.
- Cross-train with the Assistant Controller - Accounting and Reporting and Assistant Controller - Budget and Planning.
Qualifications:
- Post-secondary diploma/degree in Business Administration, Finance, or equivalent.
- Seven (7) to Eight (8) years related experience.
- Chartered Professional Accountant (CPA) designation or substantial completion of one is required.
- CPA Public Sector Budgeting/ Financial Reporting training or Controllers Program an asset.
- Project Management training an asset.
