Position Summary
The Policy Researcher performs a range of tasks, with a focus on research and data analysis, to support various by-law review projects, including assisting with public consultation, the development and amendment of by-laws, and monitoring the implementation of changes from any by-law updates.
Key Duties and Responsibilities
- Performs all research required for the creation of new by-laws or the amendment of existing by-laws, including the collection and analysis of statistics and data, public consultation, municipal bench-marking, and best practices investigations, including liaising with internal and external stakeholders.
- Monitors and reports on relevant trends and issues impacting by-laws and licensing policies through literature reviews and media monitoring.
- Maintain a database (by-law catalogue) with up-to-date information on by-law and licensing-related issues.
- Collect and analyze feedback from stakeholders.
- Prepare tables, charts, and presentations to easily convey complex information and present them to internal staff as required.
- Assist with the drafting of reports to Council regarding by-law amendments and the development of by-laws.
- Assist with the organization and facilitation of workshops and/or working groups, as required.
- Act as a backup to the Administrative Monetary Penalty Systems Screening Officer to perform AMPS screening reviews.
- Acts as backup for the licensing clerk and licensing and sign coordinator as required.
- Work with the Communications Division to update public communications materials and promote awareness around new and revised by-laws and policies.
Education and Experience
- Diploma in a relevant discipline related to public policy, planning, or municipal enforcement
Required Skills/Knowledge
- Broad general understanding of all areas of municipal enforcement
- Understanding of municipal government operation and organization
- Ability to collect, summarize, and analyze data, including proficiency in using Microsoft Excel to organize and present data.
- Experience in writing reports to the council regarding policy issues
- Good understanding of broader legislative requirements affecting municipal enforcement
- Good understanding of the City of Richmond Hill By-laws
- Knowledge of and demonstrated ability in customer service, teamwork, initiative, accountability, and adaptability
- Project management training or experience is an asset.
