The Senior Corporate Contracting Advisor reports directly to the Manager, Legislative Services and Contract Management and contributes to the overall effective and efficient delivery of a corporate contracting centre-led program. This position is responsible to ensure adherence to the County's Corporate Contracting Directive, which provides the governance framework for contracting by the County.
The position ensures that the County complies with applicable law, adheres to best practices, processes, and standards. The position also mitigates risk that could result from substandard corporate contract processes, including value leakage, increased costs, reputational damage, legal challenges, and inefficient use of resources. This position provides internal advice and direction to all County employees who participate in corporate contracting. It provides advice and guidance to the development, review, and on-going training material related to Corporate Contracting.
Responsibilities:
- Provide assistance with maturing the County's Contract Management program
- Develop and maintain administrative directives, procedures and standards related to contract management and contract performance management
- Assist department contract specialists/advisors with drafting extension letters, amending agreements, and other agreement types as required
- Develop processes and perform audits on the contract repository to ensure that all contract related documents are being properly prepared, supporting documents are completed and they are stored and updated throughout the life cycle of the contract
- Provide expert advice and guidance on contract related matters, including identifying when legal advice is necessary and supporting access to that advice
- Develop and oversee the implementation of policies, directives, guidelines, and procedures governing contract management
- Responsible to provide advice and support to ensure the powers, duties and functions outlined in the Municipal Government Act, Bylaws, Policies and Directives are being followed under the current Delegations of Authority
- Prepare revocation of Delegations of Authority
- Identify ongoing improvements and modernization for the delegation of authority program
- Develop and maintain detailed procedures related to contract processes to support the Corporate Contracting Directive, including procedures related to contract process performance and compliance management, contract process records management, and contract close-out
- Develop and provide appropriate training, tools, and advice to County employees involved in contract processes
- Participate in Corporate initiatives and projects as assigned
Skills and Abilities
- Overall understanding of contracts and contract management including the legal context for contracts, particularly in the public sector environment
- Excellent listening, verbal, and written communication skills with the ability to lead and facilitate meetings with business areas and suppliers is required
- Perform work with a high degree of accuracy and completeness of files and documentation

Qualifications
- A degree from an accredited university in law, public administration, public policy, supply chain, business, or another related field along with at least seven (7) years experience in corporate contracting or supply chain environment performing contract management responsibilities (public or private)
- A post secondary diploma in paralegal studies, supply chain, business, project management, contract management or procurement and at least nine (9) years experience directly relevant in a corporate contracting or supply chain environment performing contract management responsibilities (public or private)
- Experience in public sector contract management, public sector supplier performance management, project management and change management is highly desirable
- Experience or coursework on Canadian Contract Law is considered an asset
- Familiarity with SharePoint and Oracle applications is an asset
- Ability to work with technology that supports Contract Management is an asset
- Experience with preparing and delivering training is an asset

Salary Range: $95,004.00 - $118,773.20
