The City of Markham is seeking an Organizational Development and Learning Specialist, Change Management and Organization Design to fill a regular full time vacancy within the People Services Department. JOB SUMMARY

The Organizational Development and Learning Specialist, Change Management & Organizational Design has a primary focus on change management and organizational design alongside process improvement activities.

KEY DUTIES AND RESPONSIBILITIES

  • Successful support and delivery of on time, full scope, and on-budget Change Management solutions
  • Successful identification, support, and facilitation of Org Design changes and related activities
  • Provide end-to-end change life cycle execution a wide breadth of change management and training initiatives
  • Apply Org Design principles, methods, and tools to help develop existing organizational structures for increased effectiveness and efficiency
  • Apply Process improvement principles, methods, and tools to help refine existing processes within departments and across the organization for increased effectiveness and efficiency   
  • Work where appropriate in partnership with People Services colleagues to optimize learning design and delivery
  • Keep current in best practices in the learning and development field through review and analysis of research and the monitoring of trends and best practices
  • Identify outsourcing relationships, develop and manage vendor relationships, and secure and select vendors through the organization’s procurement processes
Requirements

REQUIRED SKILLS & COMPETENCIES

  • Post-secondary degree or diploma in: Education; Adult Learning preferred
  • Change Management Qualification
  • Process Improvement Qualification
  • Minimum three years formal experience delivering Org design and Change Management solutions 
  • Demonstrated strong facilitation of change management, org design, process improvement, and training solutions 
  • Experience delivering within the project management triple constraint approach and in a fast paced environment characterized by evolving priorities, consultation and strong results orientation
  • Demonstrated experience managing and partnering with relevant vendors
  • Strong ability to work supportively with immediate leadership with a process/program improvement orientation
  • Strong team and partnership orientation where able to work productively and effectively in a consultative and collaborative environment working closely with colleagues and internal clients 
  • Highly effective written and verbal communication skills including the ability to work with strong organization, coherency, consistency, and handle sensitive issues with diplomacy and confidentiality
  • Strong organizational awareness skills – political and business acumen, an understanding of individual and group dynamics
  • Experience using a problem solving approach including research, analysis, options development and recommendations
