The Supervisor, Water Billing & Collection is responsible for the co-ordination of the water meter reading, billing and collection functions and financial reporting responsibilities of the Revenue Division. Some of the other responsibilities include:
Key responsibilities:
- Participates with the Section Manager in planning and implementing short- and long-range goals and objectives and ensuring quality service.
- Establishes priorities, forecasts future needs and anticipates problems for water meter reading, billing and collection programs.
- Develops, implements and monitors policies and procedures for the water meter reading, billing and collection programs consistent with legislative requirements and corporate objectives.
- Monitors effectiveness of water billing and collection procedures.
- Liaises with City departments, general public and outside agencies.
- Performs general accounting functions relating to the Section.
- Ensures excellent customer service is provided to customers at all times.
- Provides information, prepares reports and handles non-routine billing and collection matters and customer complaints.
- Assists with budget preparation and control.
The Ideal Candidate
This position requires:
- Degree in business or public administration, commerce or a related discipline; and
- Professional accounting designation; and
- Previous supervisory experience, preferably in a unionized environment.
- Thorough knowledge of regulations/legislation and processes related to water meter reading, billing and collection functions.
- Ability to communicate effectively and concisely, both orally and in writing.
- Ability to establish and maintain effective working relationships with private and public officials, direct reports, co-workers and the general public.
- Strong leadership skills together with the ability to coordinate cross functional teams.
- Ability to improve Sectional effectiveness and efficiency.
- Basic skill level in word processing software and an intermediate skill level in spreadsheet software.
- Competency within the meaning of the Occupational Health and Safety Act.
- Experience with billing software.
- Experience working in a municipal sector and/or union environment.
- Knowledge and use of SAP software.
