JOB SUMMARY

Reporting to the Commissioner Corporate Services & Treasurer, the Asset Management Director is accountable for leading and providing management, guidance and direction in developing and sustaining the corporate Asset Management program and overarching strategy, which will provide a framework for managing the Region’s infrastructure and other assets.  The Director will also lead the Asset Management Office (AMO), which operates as the corporate resource providing assistance to department stakeholders responsible for executing the Asset Management program within their operations. 

RESPONSIBILITIES 

Provides leadership and direction in the development and implementation of the Asset Management Program, including the overarching strategy and framework to ensure the delivery of a sustainable, effective and affordable service to the region. (30% of time)

  • Sets the overall strategic direction for the development and integration of asset management at the Region ensuring the strategies developed are aligned with legislation, the Corporation’s strategic direction and Council priorities.
  • Leads the development, coordination and implementation of the Asset Management Framework in accordance with legislative and industry standards.
  • Drives the implementation of asset management plans and strategies in coordination with Council and corporate operations.
  • Directs and facilitates discussions and agreements with senior leadership regarding integration of plans across departments, monitoring and promoting opportunities for integration and collaboration in service delivery using a corporate approach
  • Leads the implementation of the long-term corporate asset management strategy and multiyear plans to support the strategy and outcomes.
  • Implements priority initiatives, overseeing these initiatives and coordinating activities with key stakeholders.
  • Engages the Corporate Leadership Team, senior leadership and internal stakeholders responsible for executing the Asset Management Program within their respective departments to ensure a highly coordinated and effective approach to planning and implementation across the Corporation.
  • Leads the development and implementation of departmental and corporate wide strategies, structures, systems and policies to support asset management.
  • Identifies to Council any impacts that may affect the Region/ taxpayer decisions.
  • Coordinates and leads complex change initiatives ensuring effective engagement and collaboration to achieve desired outcomes.

Provides leadership and direction in the development and implementation of the Asset Management Office (AMO). (30% of time)

  • Sets the overall strategic direction for the AMO by establishing the vision, goals and objectives, functional plans, priorities and initiatives that align with legislation as well as the corporation’s strategic direction, and Council priorities.
  • Communicates the strategic direction of the AMO with the Corporate Leadership Team and with other internal and external stakeholders to establish a clear sense of direction and purpose.
  • Oversees the development and performance of the AMO.
  • Ensures appropriate planning practices for the AMO, developing short and long-range strategic/major works plans, goals and action plans that effectively utilize resources, and are aligned with corporate strategies.

Develops and manages relationships with the Community, and with internal and external stakeholders, ensuring programs and services continue to support community interests, and plans and initiatives are implemented and managed. (20% of time)

  • Builds internal and external networks, alliances and partnerships that enhance the operational, financial and people effectiveness of the division and department, to understand and integrate the interests of multiple stakeholders.
  • Inspires, influences and engages others in the development, implementation and evaluation of strategies, plans and initiatives that enable the organization’s efficiency and effectiveness.
  • Engages with internal stakeholders such as members of Corporate Leadership Team, and Senior Leaders across the corporation as well as external stakeholders such as senior officials from agencies, boards and commissions, other levels of government, and community sectors in a collaborative manner in order to influence, negotiate and ensure operational efficiency and effectiveness.
  • Participates in external and industry committees representing the needs of the Region and advancing common goals and objectives.
  • Builds relationships with residents, businesses, local area municipalities, consultants, contractors, vendors and politicians, to communicate information and initiatives and resolve issues.
  • Attends various technical meetings, public meetings, and local committee and/or council meetings on matters related to responsibilities.

Accountable for medium to long range people resource planning for the division, determining ideal organizational structures, identifying desirable role and skill mix requirements and ensuring ongoing work quality and deliverability of results. (10% of time)

  • Working through their leadership team, enables results with the organization’s human capital strategy to foster employee engagement.
  • Oversees employee performance, career development, and succession planning activities, ensuring open and transparent metrics and processes are developed and implemented and opportunities are created to facilitate employee growth and development.
  • Ensures focus is service excellence, effective communication between leaders and employees, transparency, innovation, and data integrity and work flow integration.
  • Ensures staff is connected to corporate priorities and direction and has the information and resources to make successful plans and decisions.
  • Helps to break down barriers to employee success, ensuring collaboration and cooperation with other Divisions and Departments
  • Ensures all people related issues, including recruitment, grievances and labour relations issues, are aligned to HR and Corporate standards and practices.
  • Ensures Occupational Health & Safety policies, programs and practices are implemented, maintained and integrated into all aspects of planning and decision-making within the operating unit. 
  • Ensures the competency and performance of the Internal Responsibility System within their department, as outlined in the Niagara Region’s Health and Safety Policy is achieved and maintained.

Develops, manages and administers annual and multi-year Capital and Operating budgets for the division, ensuring support of Council’s objectives, financial transparency and accountability, budget adherence, identifying and explaining variances and financial reporting is effectively managed in compliance with corporate financial policies.  Authorize, and Administer the acquisition of goods and services for the operating unit and direct reports in accordance with the procurement policy and procedures. (10% of time)

Requirements

EDUCATION

  • Bachelor’s degree in in Engineering, Accounting, Business Administration, Finance or related field of study or equivalent combination of education and experience.
  • Master’s degree in Engineering, Accounting, Business Administration, Finance or related field of study is preferred.

KNOWLEDGE

  • 10 years senior management and leadership experience over multiple related disciplines; strategic business planning/visioning, asset management, project management, performance measurement, quality/innovation, and fiscal accountability/sustainability.
  • Extensive experience as a strategic and transformational leader of complex enterprise-wide projects or strategic operational reviews within a large organization that creates service improvement and efficiencies.
  • Previous leadership experience within an Asset Management Office in the public sector is preferred
  • Professional Engineer (P.Eng), Chartered Professional Accountant (CPA), Institute of Asset Management (IAM) Certificate or Diploma, or certification in relevant field of study
  • Lean and/or Project Management certifications would be considered an asset.

SPECIAL REQUIREMENTS

  • In accordance with the Corporate Criminal Record Check Policy, the position requires the incumbent to undergo a Criminal Records Check and submit a Canadian Police Clearance Certificate.
  • May be required to support emergency operations under the incident management structure, at the direction of the Emergency Operations Centre Director

  • This positiion is eligible for a Hybrid Working Model; the successful applicant must maintain the ability to work onsite at Niagara Region Headquarters 50% of the time
