The Township of South Stormont is a diverse mix of rural and small urban communities in Eastern Ontario. Home to approximately 14,000 residents, the Township’s unique history and location on the shores of the St. Lawrence Seaway offers a host of activities and lifestyle opportunities.
Reporting to the Director of Public Works and working collaboratively with the Leadership Team, the Manager of Operations - Transportation oversees the delivery of roads and transportation related activities of the Township. These activities include but are not limited to the responsibility for managing the operations, maintenance and capital projects of the municipal road network and all right-of-way (ROW) assets including roads, bridges, signage, traffic controls, sidewalks and streetlights. The Manager will be responsible for addressing public enquiries, concerns and service requests in a timely and efficient manner for all areas of responsibility to ensure a high level of resident satisfaction.
The Township of South Stormont’s Public Works Department consists of a total of 17 full-time employees. The Department operates out of the Municipal Garage and the Township Office and manages an annual budget greater then $10 million and utilities budget over $5 million. Our region is also experiencing an increase in residential and commercial development projects. The Manager will assist with evaluating projects as to their impacts upon, and/or the municipal capacity to deliver transportation services.
Education, Experience, and other Requirements:
- Completion of a three (3) year diploma in Engineering Technology, or a related field from an accredited educational institution, or an equivalent combination of education and experience.
- Certified Engineering Technician (C.E.T.) designation from the Ontario Association of Certified Engineering Technicians and Technologists (OACETT), and/or licenced Professional Engineer (P.Eng.) from Professional Engineers Ontario (PEO) is considered an asset.
- Certified Road Supervisor (CRS) designation preferred or willing to obtain.
- Knowledge of applicable legislation including the Municipal Act, Highway Traffic Act, Provincial Minimum Maintenance Standards, etc.
- Valid Class ‘G’ driver’s license in good standing; Class ‘DZ’ driver’s license in good standing would be considered an asset.
- Commitment to continuing education and professional development; willing to attend conferences, courses and seminars as required.
- Minimum of 3 to 5 years of experience in the development and implementation of municipal operations and maintenance programs related to core municipal infrastructure (e.g. roads, bridges, culverts).
- Minimum of 3 to 5 years of progressive supervisory/management experience, preferably in a municipal or public sector environment.
- Experience preparing, analyzing and administering capital and operating budgets.
- Experience working with customer service software and computerized maintenance management software (e.g. work order software) is considered an asset.
Skills & Attributes Sought:
- Thorough working knowledge of municipal operational services including: winter maintenance programs, pavement management, gravel road maintenance, all right-of-way (ROW) assets including roads, bridges, signage, traffic controls, sidewalks, forestry and arboricultural practices.
- Knowledge and understanding of best practices in construction and maintenance techniques.
- Formal leadership and coaching/mentoring training considered an asset.
- Knowledge of Occupational Health and Safety Act, Minimum Maintenance Standards O.Reg. 239/03, Highway Traffic Act, Commercial Vehicle Operator’s Registration (CVOR), Technical Standards and Safety Act, Environmental Protection Act, and Pesticides Act.
- Sound judgment and excellent decision-making skills;

- Superior public relations skills to deal courteously and effectively with all levels of staff and government, elected officials, local boards/commissions, community groups and organizations, the general public and the development community.
