The Municipality of Central Manitoulin is seeking applicants for the position of full-time Solid Waste Operations Supervisor. The Solid Waste Operations Supervisor will manage the day-to-day operations of the Municipality’s solid waste services and will support the implementation of the long-term Waste Management Plan that was approved by Council in 2022. This position will supervise landfill attendants and will assist residents in their use of the Municipality’s waste transfer facilities, as well as coordinate waste diversion programs, public education initiatives, planning, data tracking, and compliance management.

POSITION: Solid Waste Operations Supervisor

REPORTING RELATIONSHIP: Reports to Chief Administrative Officer/Clerk.

PURPOSE OF POSITION: The Solid Waste Operations Supervisor manages the day-to-day operations of the Municipality’s solid waste services and will support the implementation of the long-term Waste Management Plan that was approved by Council in 2022. The Municipality currently operates two public waste transfer sites and offers weekly curbside pick-up via an external contractor. The Operations Supervisor will plan and manage the site operations effectively which includes providing leadership to and supervising landfill attendants, ensuring that safety protocols are established and followed, ensuring that all regulatory requirements are met, as well as ensuring that a high level of service is provided to residents.

SCOPE OF POSITION:
• Responsible to manage the day-to-day operations for all Municipal solid waste management activities.
• Responsible for supervising landfill attendants and supervises and assists residents and ratepayers in their use of the Municipal waste transfer facilities.
• Responsible to assist with long-term planning and implementation of solid waste related strategic projects.
• Assists with promotion and education related to Municipal solid waste management activities.

RESPONSIBILITIES:
1. Supervises the day-to-day operations of the two transfer station locations, which includes being on-site to supervise Site Attendants when the transfer sites are open to the public for drop-off.

  •  Current hours Providence Bay (subject to change): Open Thursday, Saturday, & Sunday 2:00 p.m. to 6:00 p.m. (May 15 to September 15). Thursday & Saturday 1:00-5:00 p.m. (September 16 to May 14).
  • Current hours Big Lake (subject to change): Open Saturday & Sunday 9:00 a.m. – 1:00 p.m. (May 15 to September 15) and Saturday 9:00a.m.-12:00p.m. (September 16 to May 14).

2. Ensures that the site is free of hazards (e.g. loose debris, tripping hazards, fire, etc.) and maintained in an orderly and visually acceptable condition, by:

  • inspecting the site prior to opening to the public.
  • ensuring that all waste materials are properly sorted and deposited.
  • ensuring that all waste materials improperly deposited or scattered on the site are collected and deposited in the correct locations and other house keeping duties as required.
  • ensuring that recycling bins are free of garbage and non-recycle items.

3. Plans, delegates, and monitors the work of Site Attendants to ensure compliance with policies and procedures for waste acceptance, screening and cost recovery.

4. Responsible to open and close the transfer station sites in accordance with work schedule.

5. Manages the collection of all tipping fees, and coordinates/manages the new municipal bag-tag program.
6. Monitors contract performance of external contractors for waste disposal services and acts as the primary municipal contact for complaints regarding solid waste services including curbside pick-up, depot sites, and waste diversion programs. Resolves complaints with the support of the CAO/Clerk, Roads Superintendent or Deputy Clerk if required.
7. In accordance with municipal requirements and policies, manages the enforcement of the guidelines for use of municipal waste sites by the ratepayers of the Municipality.
8. Responsible for safety performance and awareness; managing initiatives that drive a culture of safety first. Completes and submits injury investigation/workplace health & safety/City equipment/property damage/hired equipment reports to the Health and Safety Coordinator and ensures daily equipment maintenance is performed. Co-ordinates preventative maintenance with Roads Superintendent and Asset Management Lead.
9. Coordinates and attends any training required for site attendants or site operators.
10. Completes daily site inspections, and performs maintenance as needed. Responsible for data collection, record keeping, and logbook entries related to the delivery of municipal solid waste services. Prepares operational, statistical, and financial reports for the CAO/Clerk and Council.
11. Completes all required reports for the Municipality’s Waste management sites including data-call reporting through RPRA, reporting on household hazardous waste days, and any other reporting requirements.
12. Manages the coordination and launch of the new re-use centre/area at the Providence Bay transfer site with support from the Project Coordinator, then operates the centre once launched.
13. Navigates the municipal response to the upcoming transition of the Ontario blue-box program to Individual Producer Responsibility alongside the Deputy Clerk/Project Coordinator.
14. Assists with asset management processes such as development of policy, strategy, levels of service, risk management, investment prioritization, and lifecycle analysis.
15. Assists with coordination and management of closure activities for all current and historical landfill sites in the municipality, as well as annual environmental monitoring requirements.
16. Assists with coordination of the joint household hazardous waste day, and other waste diversion activities. This assistance may include coordination, advertising, administration, record keeping as well as supervising the events.
17. Assists with implementation of various aspects of the Long-Term Waste Management Plan as directed by the CAO/Clerk or designate.
18. Participates, cooperates with, and assists CAO/Clerk and other staff to develop annual operating and capital budgets, and strategic plans.
19. Performs any other related duties as assigned by the CAO/Clerk or designate.

WORKING CONDITIONS:

  • Required to work hours as set out by CAO/Clerk or designate. Additional hours of work may be required.
  • Exposure to physical hazards and inclement weather when the waste site is open. Shelter is provided on site for personal comfort during lull periods.
  • When dealing with the general public the employee may be exposed to abusive language and threatening behaviour. In such cases, the make, model and color of the vehicle will be recorded as well as an attempt at identifying the individual and reporting to the CAO/Clerk, Roads Superintendent, or designate.
  • Usual public office conditions. Work is subject to hectic peak periods (e.g. budget time) the incumbent is expected to organize work, deal with frequent interruptions, and respond to public input.

WORKING RELATIONSHIPS:

  • With Council and its Committees – Assist with providing advice and guidance on policy matters; fulfill statutory requirements; and obtain policy direction.
  • With Municipal Staff – works closely with the Roads Superintendent, Deputy Clerk/Project Coordinator, Events Coordinator and other municipal staff. Supervises landfill attendants and reports to the CAO/Clerk. Coordinates efforts in pursuit of Municipal plans and priorities.
  • With Provincial/Federal Ministries, Solicitor and Auditor – Assist with maintaining effective liaison as an administrative representative of the Municipality; and obtain current information regarding legislation, grants, etc.
  • With The Public – Enforce municipal policies related to waste sites; explain Municipal policies and programs; provide information and guidance; maintain a firm but diplomatic demeanor with the public and share information with other municipalities.
Requirements

KNOWLEDGE AND SKILLS:

1. Post Secondary Education in a related field or college diploma in environmental science or a combination of equivalent experience and education.
2. Courses related to waste management would be an asset. MOLO Certification (Manager of Landfill Operations) from SWANA (Solid Waste Association of North America) an asset.
3. A minimum of three (3) years in progressively responsible related positions, including at least 1-year supervisory experience in the waste management field or other related field
4. Working knowledge of applicable Provincial, Federal, and Municipal laws, and regulatory requirements as they relate to landfill and waste transfer sites.
5. Good interpersonal skills to deal politely and effectively with the general public. Ability to communicate effectively with customers and handle stressful situations in a constantly changing environmental calmly and effectively.
6. Ability to meet physical demands of the position and have an excellent safety record.
7. Knowledge of WHMIS regulations and safe work procedures
8. Excellent oral and written communication skills and ability to compile data and various reports required.
9. Computer skills, and knowledge of word-processing, spreadsheet applications and database computer applications. Willingness to learn other technologies as needed. Keyboarding, cash handling and basic office equipment experience and abilities.
10. Must possess a valid Ontario Driver’s License, Class “G” or higher.
11. Current and clear Criminal Record Check must be provided prior to employment commencing.
12. Experience with heavy equipment, would be considered and asset.

Salary & Benefits

Salary range is $52,000 to $65,000 based on a 40 hour work week. The Municipality participates in the OMERS pension plan.
