Position Summary
Reporting to the Manager, Engineering Site Plans, the Environmental Engineer Hydrogeologist provides technical expertise in the review of Hydrogeological Investigations including dewatering requirements, impact assessments and groundwater balance requirements.
Key Duties and Responsibilities
- Technical review of Hydrogeological investigations associated with development applications to ensure conformity with Master Environmental Servicing Plans for development areas.
- Provide technical support in the review of groundwater balance assessments and Low Impact Development measures associated with development applications.
- Review Master Environmental Servicing Plans for new development areas.
- Develop policies and procedures for temporary and permanent dewatering discharge to City sewer systems.
- Process applications to discharge dewatering flows to a City sewer system.
- Review monitoring submissions related to dewatering discharge to a City sewer system to ensure compliance with City requirements.
- Maintain knowledge of applicable legislation and provincial guidelines.
- Represent the City on Regional or Provincial initiatives, programs or studies.
- Liaise with other levels of government and identify issues relating to guidance documents or legislative changes.
- Resolve technical issues with development community through meetings and related correspondence.
- Develop a City wide data base and mapping for Hydrogeological constraints and risk.
- Develop a City wide data base and mapping of Permits to Take Water, Temporary and Permanent Dewatering Discharge locations in consultation with York Region and Province.
- Attends as an expert witness at the Ontario Land Tribunal (OLT) and Court Hearings on behalf of the Corporation, as required
Education and Experience
- Degree in Geological Engineering, Geoscience or related discipline.
- Professional Engineer or Geoscientist Designation (member of PEO or PGO in good standing).
- 5 to 8 years of experience in the field of Hydrogeology related to development approvals.
Required Skills/Knowledge
- Proficient in Microsoft Office Suite and knowledge of GIS mapping software
- Possess knowledge of local/regional geology and understanding of Hydrogeological impacts assessments associated with development applications.
- Possess knowledge of groundwater balance assessments and Low Impact Development measures.
- Knowledge of Environmental Site Assessment requirements in support of land conveyances and the related Provincial Guidelines would be considered an asset.
- Understanding of the development applications process and related approvals.
- Experience with Master Environmental Servicing Plan and preparation of Hydrogeological Investigations prepared in support of development areas.
- Strong communication skills including negotiation.
- Formal report writing skills
- Must possess a valid Ontario Class "G" Driver's License, and have access to a vehicle for use on corporate business (mileage compensated) and will be required to provide proof of vehicle insurance upon hire.
