The CAO is also responsible for providing strategic leadership to the Senior Management Team overseeing the human, financial and physical resources of the Township to ensure that Council’s policies and directives are carried out. The CAO also represents the Township as a key contributor for matters involving the Province and other municipalities.
Duties and Responsibilities
- Reports, is accountable to, and receives authority from the Council of the Corporation of the Township of Champlain and performs their duties in conformity with Council decisions;
- Co-ordinates and oversees the Senior Management Team in the administration of the business affairs of the Township in accordance with the by-laws, policies, and plans established and approved by Council;
- Provides leadership, vision, and direction to staff through the Senior Management Team.
- Acts as the primary advisor on policy for the Municipal Council and prepares appropriate reports and briefing documents for consideration by Council, its committees, and various government ministries;
- Provides hands-on direction and assistance in planning and implementing difficult and complex tasks which may cover several departmental disciplines and which requires the coordination and cooperation of the various departments;
- Reviews and provides recommendations on all Senior Management Team reports, by-laws, and resolutions;
- Delegates appropriate duties and responsibilities to the Senior Management Team within the organizational structure;
- Attends to the interests of the Township on intergovernmental issues;
- Guides the strategic process as established by Council for the Township, which includes developing corporate implementation plans;
- Attends Emergency Control Group meetings as the Operations Officer of the Emergency Control Group and coordinates any emergency related matters with the Community Emergency Management Coordinator;
- Meets with Council annually to review and assess performance during the past year and discuss the priorities for the following year and;
- In addition to the Mayor, acts as spokesperson for the Township.
- Performs any additional responsibilities as may be assigned by Council.
Human Resource Management and Administration
- Administers all salary and human resources matters within the limitation of the Personnel Policy or salary contract agreements;
- Responsible for motivating and developing the skills of the Senior Management Team and their staff to foster productivity, professionalism, and high morale;
- Carries out an annual performance evaluation of all Senior Management Team recognizing achievements, correcting deficiencies, and improving overall individual or departmental performance;
- Oversees the Township’s employees working conditions and recommends to Council changes pertaining to wages, benefits, and terms of service and directs the administration of such changes;
- Creates and re-organizes, in consultation with the Senior Management Team, such Departments, as may be considered necessary to fulfill the functional obligations of the Township, subject to prior approval of Council and;
- Prepares, implements, and maintains the Township’s Succession Plan.
Financial Management
- Directs, in co-operation with the Treasurer and the Senior Management Team, the preparation and presentation of the operating and capital budgets on an annual basis;
- Ensures the Township’s financial results, in cooperation with the Treasurer, are administered in a sound and efficient manner within the guidelines set by Council and these shall be deemed to include;
- establishment of annual estimates of current revenues and expenditure and capital forecast; and
- financial control over all operations of Council and approved budget appropriations and;
- Provides organization-wide leadership in Asset Management practices and concepts.
- The position is a multi-disciplinary area requiring a broad knowledge of municipal operations, including law, human resources, finance, public works, recreation, planning, fire services, daycare services, organizational development, with specialization in local government. This position also requires a thorough knowledge of provincial statutes and applicable regulations that affect local governments and the ability to research and interpret such laws and regulations.
- Formal training in municipal administration with an emphasis on the use of human and financial resources and significant municipal management experience.
- Advanced organizational and managerial skills, staff development ability and an understanding of how the political process works with the ability to manage from an administrative perspective.
- Thorough knowledge of municipal law, applicable provincial legislation, financial management, human resources management, and labour relations.
- Ability to present proposals and recommendations clearly and logically in public meetings.
- Excellent administrative, communication, interpersonal, organizational, time management, and public relations skills, together with the ability to use tact and discretion and to deal courteously and effectively with the public and fellow staff members.
- A complete familiarity working with MS Office and accounting computer software.
- Must be fully bilingual (French/English)
- University degree in administration, accounting, and/or human resources or combination thereof or an equivalent combination of education and experience.
- Municipal experience with a minimum of ten (10) years in a senior management position with an eagerness to continue to develop professionally.
- Certified Municipal Officer (CMO) designation or willingness to obtain it.
- Salary: $124,564 to $148,291 per year
- Schedule: Position is based on a 37.5-hour week.
- The CAO will be required to work additional hours due to Council and committees meeting, seminars, conferences, and because of conflicting demands and deadlines.
- There are changing priorities, unexpected schedule changes, conflicting demands, and/or numerous urgent tasks for at least 75% of the time.
- As such, the Chief Administrative Officer must have the ability to be an effective manager by establishing priorities and assuring that assignments are completed within a timely manner and within deadlines.
