ACCOUNTABILITIES:
- Participates in and contributes to the organization’s strategic planning and governance as directed and delegated by the Chief Administrative Officer.
- Leads the development of a department vision and strategic goal setting, ensuring participation by staff and the public as appropriate.
- Oversees the planning, development and implementation of all projects, programs and services delivered by the department.
- Determines budget requirements through service planning to identify funding requirements for projects, programs and services in the department.
- Prepares and manages the department’s operating and capital budgets.
- Ensures the department is able to deliver services within budget by monitoring and controlling both revenues and expenditures in accordance with Town policy.
- Reports on variances as required.
- Ensures cross-department and intra-department impacts are considered in the delivery of projects, programs and services; leads cross department processes when required.
- Encourages the development and support of programs, projects, partnerships and other cooperative relationships in the community for service provision.
- Oversees the coordination of contractors and equipment to support the implementation of a wide range of facility maintenance, events and construction tasks and projects.
- Leads and ensures compliance with safety requirements specific to the Town’s health and safety programs.
- Coordinates, promotes and implements health and safety requirements and adherence to Town policies and procedures for employees, contractors, volunteers and public through on-site inspections
- Performs incident investigations and completes required documentation
- Ensures employees are provided with safety orientation and ongoing training.
- Ensures communication with residents, user groups and visitors is at an appropriate level to provide the highest level of customer service possible.
- Contributes to the development of department bylaws; policies; operating, risk management and emergency management procedures.
- Post-secondary education related to recreation, business or project management is required
- Supervisory experience is an asset
- Minimum of five (5) years recreation management experience
- Experience in a municipal environment is an asset
- Experience with various software: audit, recreation programming, project management, etc.
- Customer service driven
- Able to communicate effectively with staff, peers, and the public under varied circumstances
- Ability to organize, supervise, and evaluate the work of staff/contractors and to work with considerable independence
- Maintain constructive internal and external relationships
- Promote a positive and supportive work atmosphere for all staff
- Ability to diffuse conflict situations
- Ability to build collaborative relationships with external groups, including contractors, vendors and customers
- Commitment to being a key contributor to a culture of excellence
- Ensure compliance with operating approvals and applicable legislation
- Project management logistics, scheduling, resource allocation
- Successful resolution to staff and public concerns
- A valid Class 5 driver’s license
- Standard First Aid and CPR
- RCMP Based Criminal Record Check as deemed acceptable by The Town
