Position Overview

Prepare various rebate, claim and refund reports to meet required deadlines. Analyze and reconcile various general ledger accounts. Perform accounting functions such as budget, variance and year end duties for the Finance department.

Duties and Responsibilities

Monthly:
• Reconcile claims and prepare related journal entries for Childcare, Ontario Works Income Support, Ontario Works Employment Support, Community Health Services Programs and Provincial Offences Act

Quarterly:
• Account analysis and reconciliation of balance sheet accounts, identify errors/issues and contact various staff to rectify problems
• Payroll reconciliation to balance and identify outstanding payments from other entities to County of Lambton
• Reconciliation of credit and purchasing card charges outstanding
• Analysis and reconcile revenue – levy, payment in lieu, supplementary levy and expense tax write off accounts, including contacting municipalities

Annually:
• Budget preparation, including budget notes and setting budget patterns, variance reporting and fiscal forecast for several General Government, Accounting Services and CAO accounts, also grants and assessment departments
• Annual allocations to departments by journal entry ex. County levy, insurance calculation
• Prepare year end accruals and adjustments, reconciliations and assist with working paper compilation/preparation
• Assist with compilation of yearend working papers and draft financial statements for Sarnia Lambton Economic Partnership, Lambton Area Water Supply System and Lambton Group Police Services Board

Benefits Reports:
• Run benefits reports, reconcile to general ledger, prepare monthly remittances; includes employers’ health tax, workers safety insurance board and Ontario Municipal Employees Retirement System. Prepare annual reconciliation
• Prepare monthly reports, reconciliation and remittances for other benefits – health, dental, travel, LTD, life, WI, voluntary and AD&D

Commodity Taxes:
• Monthly reconciliation of all GST A/R and collected accounts, balancing to general ledger, and preparation of GST return and rebate application. Allocate payments received
• Prepare for reviews, audits as required
• Calculate annual GST rebate for council tax-free allowances and boot allowances
• Prepare quarterly Community Development Corporation GST return
• Contact with Canada Revenue Agency or commodity tax consultants as required to resolve outstanding issues/sales tax queries, concerns
• Quarterly preparation of provincial sales tax remittance
• Record self-assessments by journal entry
• Assist department clerks as required on related issues
Policy Limit and Convention Expense Accounts:
• Monitor policy limit and reconcile councillor convention expense accounts on quarterly basis, process payments
• Contact councillors to inform of overages and collect amounts due to the County for councillors or spouses
• Prepare Annual Treasurer’s Statements of Remuneration and Convention expenses
Trade Accounts Receivable:
• Conduct quarterly review of trade accounts receivable
• Contact departments regarding accounts outstanding over 90 days by e-mail or phone to inquire on payment and collection status

Vadim Training:
• Provide Vadim training as requested – A/P, A/R and cash receipting
• Prepare training notes and training time

Other Administrative:
• Prepare monthly telephone bills for payment by Accounts Payable/Receivable Clerk
• Prepare annual compilation and review of Bell Blue Page Listings for corporation
• Contact for other directory white page listings for corporation
• Control of cheque sequence records, conduct quarterly review

General:
• Incumbents must keep up-to-date on all relevant legislation, collective bargaining agreements, County Policies and Procedures, etc. ensuring that these are implemented as prescribed
• Incumbents must possess the physical ability to meet the duties and responsibilities of the job description and/or the requirements identified within the position's Physical Demands Analysis

Qualifications

Minimum Formal Education
• Three-year community college diploma in Accounting or Business
• CPA designation
• Association of Municipal Clerks & Treasurers Municipal Accounting and Finance Certificate

Experience
• Three to four years related work experience preferably in municipal government, in a computerized financial environment

Salary & Benefits

$33.45 - $40.14/hour
