Position Summary
Reporting to the Manager, Development and working under the general direction of the Senior Development Technologist, the Junior Engineering Technologist - Development provides engineering comment on various development applications. This position reviews planning applications for all developments utilizing the City’s guidelines and applicable federal and provincial standards and regulations.
The Junior Engineering Technologist - Development supports the technical review of Transportation & Public Works service deliveries including roads, grading and drainage, stormwater management, noise, and others within the service group. This position monitors the planning approval process relating to the technical review of draft plans, design submissions, cost estimates, survey plans and construction deficiencies and other aspects of the development approval process.
Key Duties & Responsibilities
Review technical information for all types of development proposals including Committee of Adjustment applications, Heritage Permit Applications, Site Plan Control, Consent, Zoning and Official Plan amendment, plans of subdivision and site alteration for their impact on municipal infrastructure.
Consult with staff, developers, and engineers throughout the development review process to clarify and resolve issues.
Coordinate development review processes including the circulation of plans to internal departments and consolidation of comments for response to Planning Services.
Conduct site inspections to monitor construction progress and identify deficiencies in future municipal assets.
Participate in discussion and conflict resolution to situations involving developers, contractors, members of the public and investigate public complaints regarding proposed or existing developments.
Work with Building Inspectors to facilitate various permits such as building plot plans, lot grading certificates, pool permits, deck permits etc.
Respond to legal inquiries regarding legal agreement compliance.
Participate in pre-development consultations with staff, consultants, and developers.
Assist all other Transportation Services sections.
Complete special projects as assigned.
Other duties as assigned.
Qualifications, Competencies
3-year diploma in civil engineering or related program.
One (1) year of recent and related experience in a municipal environment (preferred).
Knowledge of storm water management practices, water, sewer, gas, electric servicing is considered as asset.
Eligibility for registration with the Ontario Association of Certified Engineering Technicians and Technologists (O.A.C.E.T.T.).
Skills, Abilities, Work Demands
Ability to communicate effectively with groups of people for the purpose of relaying City policy information and resolving conflicts.
Ability to write concisely and accurately.
Must be able to work independently on projects and identify and communicate potential issues with respect to scheduling, budget, or progress.
Proficient in Word, Excel, Access, Outlook, and knowledge of AutoCAD and GIS.
Must obtain and maintain a satisfactory criminal record check.
Union Position - $26.63 - $32.77 Hourly
