Description
PURPOSE AND SCOPE:

Reporting to the Manager of Environmental Services, this position is responsible to provide technical support for water, sanitary and storm systems and supervise other technical support staff.

DUTIES AND RESPONSIBILITIES:

  • Troubleshoot issues that arise in water, sanitary and storm systems’ linear infrastructure.
  • Continually review operation and maintenance practices to ensure continued compliance and conformance with planned direction.
  • Recommend improvements for water, sanitary and storm systems.
  • Review and analyze data for compliance and to identify potential areas of concern.
  • Review analytical programs to identify potential improvements in monitoring and supporting operations.
  • Review, comment, and make recommendations with regards to applications for approval.
  • Assist with Water, Wastewater and Storm facility infrastructure.
  • Participate in the procurement of consultants for engineering assistance.
  • Direct, manage and administer the work of consulting firms providing engineering assistance related to area of responsibility.
  • Supervise other technical support staff.
  • Develop technical methods or processes and participate in development and review of standards and procedures.
  • Participate in budgeting process.
  • Participate as part of the department’s management team.
  • Review Tenders, Quotations and Requests for Proposals and prepare reports for Council.
  • Assist with terms of reference for retention of consultant services, including evaluating proposals, reviewing, and negotiating work plans and budgets and recommending award of services.
  • Monitor and track progress of conditions included in regulatory approvals; including assembling information and reporting as necessary, to ensure compliance with regulatory permits.
  • Providing design and project management on smaller projects from planning stage through design and construction, including responsibility for budgets, cost control and scheduling.
  • Assists in the Department’s initiatives on asset management related to municipal infrastructure.
  • Perform hydraulic analyses of water supply systems or water distribution networks to model flow characteristics, test for pressure losses, or to identify opportunities to mitigate risks and improve operational efficiency.
  • Maintain and run City’s network models for water and sanitary.
  • Ensures continuous improvement by reviewing best practices, investigating, and identifying alternative / innovate service delivery options.
  • Other duties as assigned.

Requirements

EDUCATION/SPECIALIZED TRAINING/SKILLS:

Essential (minimum) Qualifications:

  • University degree in Civil Engineering and registered as a Professional Engineer in the Province of Ontario.
  • Must possess and maintain a valid class “G” driver license.

Asset (preferred) Qualifications:

  • Post-secondary education in project management or a related field.
  • GIS.
  • Hydraulic modeling.

WORK EXPERIENCE:

Essential (minimum) Qualifications:

  • Five years minimum related linear infrastructure engineering experience in design and approval of water, sanitary and storm systems.
  • Progressive experience in a supervisory role.
  • Demonstrated strong technical background.
  • Demonstrated ability to read and interpret legislation and technical reports.
  • Possess excellent organizational, analytical, verbal, and written communication skills

Asset (preferred) Qualifications:

  • 3 to 5 years minimum experience in a municipal environment.
  • Possess familiarity and knowledge of standards and specifications such as OPSS, TAC, Ministry of Environment guidelines.
  • Possess familiarity and knowledge of the Occupational Health and Safety Act, Environmental Protection Act, Safe Drinking Water Act, Ontario Water Resources Act, , Federal Fisheries Act, Ontario Construction Act, On-Site and Excess Soil Management regulations, Species at Risk regulations, etc.
  • Possess excellent interpersonal and time management skills.
