Reporting to the Director of Planning, the Manager of Policy Planning & Heritage will be responsible for leading a team of professionals in policy development related to the Town’s Official Plan, growth management, heritage planning, special projects, and responding to provincial planning initiatives. The Manager will also provide professional planning advice to Council. 

What can I expect to do in this role?

As the Manager of Policy Planning & Heritage you will:

  • Provide leadership to and supervision of staff including the assignment and priority of work ensuring appropriate delivery, performance evaluation, fiscal responsibility and that community needs are achieved.
  • Co-ordinate the efficient management of various research projects that will generate policy which will be reflected in the Town’s Official Plan.
  • Project manage, review, analyze and formulate policy on a broad variety of planning related issues and strategic projects; as well as monitor the Team’s activities and the effectiveness of policy implementation and assess the need for change in the context of Council direction, current trends and Provincial policy.
  • Co-ordinate the monitoring of development throughout the Town for the purposes of data analysis, synthesis and evaluation, and policy improvement.
  • Administer short-term studies related to development processing issues that assist in the processing of development applications.
  • Undertakes and/or works with the Director to prepare and update policy planning studies and special projects such as Official Plan reviews, Zoning By-law reviews, Secondary Plans, Master Plans, Community Improvement Plans, Heritage Conservation Plans, Urban Design Plans and Guidelines, development charges and other long range plans, policy initiatives and special studies as required.
  • Liaise with internal and external stakeholders, including other municipalities and Provincial ministries on a wide range of planning related matters and actively participate with them in providing planning and research input.
  • Establish the overall goals and objectives of the Team, the work program, identify areas of improvement and change.
  • Lead and co-ordinate the preparation of reports on policy and heritage planning matters.
  • Represent the department at Oakville Council meetings, Regional meetings, various committee meetings, agency meetings and public meetings and respond to stakeholder and public comments and inquiries.
  • Attend OLT Hearings as an expert witness as required, and mentor and assist staff with preparation for OLT hearings.
  • Assist in the development of the annual departmental budget including monitoring the status of business plan objectives and budgets on an on-going basis.
  • Build a cohesive and motivated team that includes managing within a unionized environment, recruiting, training, coaching/mentoring, monitoring of working conditions, and other labour relations responsibilities.
  • Review employee performance on a regular basis and take corrective actions as required.
  • Be self-directed, detailed oriented and flexible with strong organization skills and the ability to manage multiple tasks in a fast-paced team environment.
  • Oversee the preparation of terms of reference and hiring of consultants, if needed.
  • Perform other duties and special projects as assigned.

Requirements

How do I qualify?

The ideal candidate will have a university degree in Urban Planning, Urban Geography or a related discipline. Your formal education is augmented by at least eight years of progressively responsible positions and full membership in OPPI, that have resulted in outstanding leadership, strong communication skills with colleagues, staff, Council and the public as well as a highly developed understanding of municipal government and service delivery.

Core Knowledge Required for Success: You are an experienced leader with a comprehensive knowledge of:

  • Current and future practices, trends, technology and information related to urban planning in Ontario.
  • Acts, regulations and directives that apply to planning in Ontario including but not limited to the Planning Act, Municipal Act, Heritage Act, Development Charges Act.
  • Government decision-making processes.
  • Analytical, facilitation and negotiation techniques.
  • Planning methodologies and how to facilitate successful outcomes.
  • How to communicate and engage others, deliver quality customer service, and with a demonstrated ability to manage community engagement.

Salary & Benefits

Pay Range:$118,054 - $141,722
