Duties:

  • Responsible for the effective and efficient operation of the taxation and utility division of Financial Services
  • Oversee the collection of all tax and utility accounts
  • Ensure timely and accurate preparation of property tax, utilities, other statutory bills, rebates and write-offs in accordance with the bylaws and other policies of the City
  • Co-ordinate and lead the process of municipal tax sales process
  • Discuss and resolve all inquires from all areas concerning the tax and utility accounts
  • Various analysis using the tools in the OPTA computer system such as analysis of new phase-in-assessment system, capping adjustments, etc.
  • Participate in the development and revision of by laws and other City regulations relating to property taxes and utility rates
  • Collaborate with other tax authorities and organizations on tax and assessment matters
  • Ensure that all transactions related to Property Taxation are complete, accurate and properly accounted for and that all related general ledger accounts are reconciled in a timely manner
  • Maintain large complex tax calculation spreadsheets
  • Provide comparative information by developing and producing management reports utilizing taxation software
  • Participate in and support the City’s Continuous Improvement Program (CIP), by identifying opportunities for improvements in City processes with the aim of making processes as efficient as possible
  • Perform other duties as assigned
Requirements
  • College graduate with a diploma or certificate in Business Administration, graduate of the Municipal Tax Administration Program and a minimum of five years financial and collection experience in a municipal environment
  • Strong supervisory and management skills
  • Excellent oral and written communication skills required with previous experience in public contact
  • Proven ability of accuracy and detail
  • Initiative and ability to handle sensitive accounts in a confidential manner
  • Highly developed analytical and problem-solving skills
  • Strong aptitude with software including Microsoft Word, Excel/ Outlook, OPTA, Municipal Connect, GIS, Teranet and iCity
  • Fluent in both official languages (French and English) is a definite asset
  • Proof of COVID-19 vaccination mandatory
Salary & Benefits

$36.19 - $42.56 (2022) In accordance with CUPE Local 434 Agreement
