JOB SUMMARY
Reporting to the Manager Talent Acquisition Services, the Talent Acquisition Advisors are responsible for consulting and facilitating the recruitment function throughout the organization, through the development of recruitment plans, effective sourcing, and attraction strategies. Working closely with management to understand their staffing drivers, they lead the recruitment process building and maintaining excellent relations with hiring managers, candidates, unions and the community at large. This position plays a critical role in ensuring the Corporation is hiring the most qualified candidates for both unionized and non-union positions, ensuring compliance with hiring practices inclusive of all applicable laws and regulations, as well as for fit with the corporate culture.

RESPONSIBILITIES
1. Subject matter expert who specializes in providing strategic talent sourcing and attraction strategies and the facilitation of the employment function throughout the organization, filling vacancies to meet business needs for the Niagara Region. 
• One of the strategic pillars of the People Strategy is to recruit for fit and retain top talent for value. This role develops a deep understanding and is the recruitment expert in the customers’ business needs, mandates, legislation, understanding their business drivers and objectives, operational opportunities and risks.
• Researches and develops sourcing and attraction recruitment strategies, including preparing postings, and establishing evaluation protocols.
• Designs and recommends interview questions and evaluation tools.
• Plans, coordinates and facilitates interviews, skill assessments, pre-employment medicals and police checks, etc.
• Through project planning, leads and provides consultation on process, policies and procedures, and collective agreements.
• Assists hiring managers in screening applicants and candidate assessment.
• Ensures all steps of recruitment process are in compliance with Collective Agreements, policies and legislation.
• Creates, establishes and builds effective partnerships with internal clients and external stakeholders. 
• Liaises with HR colleagues (HRCs and Labour Relations) on complex staffing issues.
• Designs and assists hiring managers with evaluation matrices (e.g., for unionized job competitions that are not awarded to the most senior applicant).
• Negotiates job offers with successful candidates, designs written job offers/contracts with appropriate employment clauses, notifies unsuccessful candidates about postings and coordinates communications of successful candidate placements.
• Responds to inquiries from staff and public on job posting inquiries, such as posting status and qualifications required for vacant positions.

2. Works with Manager and provides consultation on annual recruitment initiatives, additional funding, and/or reorganization strategies.
• Reviews and analyzes key metrics trending, such as employee turnover, time to fill vacancies and retirement statistics.
• Researches how, when and where to advertise for hard to fill vacancies and determines cost effective ways to reach specific target markets.
• Applying appropriate collective agreement language, project managing all recruitment processes and timelines
• Establishes relationships with industry organizations, schools, and professional networks to create awareness of job opportunities.
• Designs and provides recruitment related training to the leadership team.

3. Provides guidance to employees and managers on bumping process and assists both parties throughout process.
• Coordinates meetings with displaced employees and managers to discuss process.
• Provides advice on layoff and bumping situations.
• Designs and recommends interview questions and evaluation tools (e.g., matrices) for interview process.
• Communicates with employees, managers and unions the results of bump assessments.
• Makes recommendations for collective agreement process language.

4. Schedules and coordinates temporary work assignments, utilizing labour pools and external Staffing Agencies.
• Consults with hiring manager on business needs and required duties of open positions.
• Communicates and schedules labour pool employees, employees on Recall to available work, and/or Staffing Agencies for availability and suitability.
• Manages and monitors temporary staff performance, ensuring employer requirements are being met.

5. Coordinates with the OHN and managers on accommodations / work trials.
• Reviews qualifications of employees requiring accommodation.
• Provides assistance in accommodation review process.
• Conducts accommodation interviews with employees and managers.
• Coordinates offers, arranging start dates in coordination with managers and Occupational Health.
• Assists with coordinating work trials.

SPECIAL REQUIREMENTS
• In accordance with the Corporate Criminal Record Check Policy, the position requires the incumbent to undergo a Criminal Records Check and submit a Canadian Police Clearance Certificate.
• Must maintain ability to travel in a timely manner to other offices, work locations or sites as authorized by the Corporation for business reasons.

Requirements

EDUCATION
• Post-secondary degree or diploma, in Business Administration or Human Resources, or completion of a related professional development program.

KNOWLEDGE
• 3 to 5 years experience in HR recruitment processes and practices. 
• HR and/or recruitment experience in a complex, multi-union environment is preferred.
• Certified Human Resources Leader (CHRL) designation.

Salary & Benefits

$ 69,440.00 - $ 81,690.00 per year + full time benefits with pension
