Position Summary

Reporting to the Director, Infrastructure Delivery, the Manager, Capital Infrastructure Programming & PMO will provide sectional leadership and guidance in the management and coordination of preliminary planning and design of municipal infrastructure including Environmental Assessments, engineering studies for future Capital Works projects, and infrastructure management (IM) system(s). You will implement and promote the City's strategic plan and foster a culture of innovation, engagement, collaboration and respect, and lead a team that supports the planning, design, administration, monitoring and control of capital infrastructure project delivery. This position conforms to a Hybrid Office work model.

Key Duties and Responsibilities

Leadership and Budget:

  • Develops fiscally responsible and technically accurate annual 10-year capital infrastructure plan for the Division in conjunction with Corporate Financial Services, and Corporate Asset Management
  • Leads the annual infrastructure program, ensuring all potential capital projects are defined and scoped with details on project justification and priority, and establishes a priority program based upon available funding, risk, need and Asset Management outputs
  • Ensures scope of the project, timelines and cost estimates are maintained according to phases and milestones as reflected in project status reports
  • Develops, recommends, administers and monitors the Division's annual operating budget, ensuring the division's expenditures are controlled and maintained
  • Leads the sectional priorities, development and management of staff to ensure efficient delivery of services while encouraging creative thinking and the development of innovative solutions
  • Develops policies, set priorities and is responsible for the development and implementation of performance measures, objectives and strategies that ensure regulations and laws are proactively enforced

Engineering Support Services:

  • Provides professional, expert-based engineering support, advice and information relating to transportation, storm sewer and all other municipal infrastructure condition, budgeting, financing and implementation
  • Leads the supervision of the Project Management Office (PMO) systems for the Department, and provides strategic advice to the Director, and guidance to project managers regarding project and program management, monitoring and controls
  • Leads the City’s Design Standards and Specifications of municipal infrastructure for roads, sewers, water mains, sidewalks and street lighting, parks and open spaces
  • Acts as the central authority for the overall roster of contracted professional engineering services in accordance with Master Supplier Agreements, and the Procurement Policy
  • Conducts third party reviews of municipal infrastructure projects from external agencies
  • Compiles and safeguards the quality of municipal infrastructure inventory data and GIS process, products and services, and leads the GIS and Mapping duties of the organization
  • Assesses and makes recommendations to Senior Management regarding infrastructure requirements and gaps
  • Ensures compliance with all pertinent policies, legislation, standards and by-laws
  • Provides divisional support for the application of computer programs such as AutoCAD, mapping/GIS, web based contract administration software, infrastructure databases, and other design-related software

Stakeholder Management & Reporting:

  • Represents the City, as assigned, at intergovernmental agency committees including liaison with the public, other departments, utilities, consultants, developers, other government agencies on matters relating to engineering and linear infrastructure
  • Maintains and encourages good working relationships to manage political sensitivity and diplomacy with colleagues, business associates and other stakeholders with the objective of meeting the Department and City goals and standards
  • Prepares reports for Council relating to capital projects and engineering issues
  • Participates in, as well as provides presentations in lending expertise and guidance on Capital Planning and Infrastructure Management at various meetings as required (i.e. Council, Committees, etc.)
  • Responds to and resolves inquiries from staff, management, Councillors, customer service requests, external agencies and the general public as required
  • Coordinates with senior staff regarding their capital program/project requirements

Continuous Improvement:

  • Maintains current working knowledge of trends, best practices, legislation, and industry standards related to capital planning, project management, and infrastructure management budget limits
  • Provides leadership in the fields of capital planning and infrastructure management while promoting the field of engineering and public works
  • Promotes the use of information technology within the Corporation, in support of corporate initiatives and objectives

 

Staff Management:

  • Manages all human resources aspects of the section, including assessing staffing and divisional service delivery requirements, training, performance management, provides recommendations regarding promotions, demotions and terminations and participates in the recruitment process making recommendations for the selection of staff
  • Maintains comprehensive knowledge of the Construction Act, the Occupational Health and Safety Act (OHSA), Environmental Assessment Act, Employment Standards Act, and other relevant legislation
  • Maintains knowledge of collective agreement administration and labour relations principles and practices
  • Ensures staff training is maintained with regards to applicable regulations and acts, and in accordance with City and Corporate Policy
Requirements

Education and Experience

  • Degree in Civil Engineering
  • P. Eng designation is required
  • Project Management Professional (PMP) designation is an asset
  • Program Management Professional (PgMP) is an asset
  • 7 years related experience in municipal infrastructure projects (preferably in the areas of capital planning, project management, and infrastructure management).

  • Minimum of 5 years progressive management experience, preferably in a municipal environment

Required Skills/Knowledge

  • Extensive knowledge of the principles of civil engineering, materials and methods of construction, and knowledge of the other applicable branches of engineering
  • Experience with financial reporting processes, including budget preparation, budget controls, and expenditure forecasting, as well as preparation and interpretation of financial and KPI reports
  • Experience in engineering consulting within the public civil engineering space as it relates to resource management, capital planning, detailed design and design development, and construction, contract and construction management
  • Strong negotiation and conflict resolution skills
  • Proficient in Microsoft Office Suite (Word, Excel, PowerPoint, Project, Visio)
  • Manages organizational change through strong leadership and communication skills
  • Ability to work independently, combined with well-developed organization and time management skills and the ability to deal effectively with tact, courtesy, discretion and diplomacy with all levels of staff and the public
