Description
  • Demonstrates leadership through innovative and progressive thinking on improving short and long-term recreation initiatives, strategic priorities, and projects.
  • Participates as a member of the Senior Management Team and provides recommendations to strategic planning processes, policy development, human resources management, financial and other management decision making processes.
  • Prepares or oversees the implementation of recreation and facility studies and reports, policy documents and strategic plans to guide the future development of the community recreation services.
  • Manages recreation and maintenance staff, including determining the nature of the work to be performed, recruiting, development and training, and ensuring quality and quantity of work meets established standards. Resolves staff issues, manages performance, and handles disciplinary issues and participates in grievance processes within the terms of the Collective Agreement.
  • Provides direction, guidance, and oversight for the development of recreation facility schedules, programming, and community events.
  • Attends and makes presentations on recreation master planning strategies including, heritage, culture, recreation, volunteering, facility matters or policies at Council and other meetings as required. Facilitates and oversees the coordination of public consultations to address development and implementation of these strategies.
  • Works with the School District and local sport, recreation, and cultural organizations to understand the needs and trends to maximize opportunities for the community.
  • Responsible for developing and maintaining agreements with community partners such as, but not limited to, lease agreements, joint facility use agreements, land use agreements, etc.
  • Works to solicit grants, sponsorship opportunities and other funding sources.
  • Works collaboratively with the Planning Department to improve and construct new trails, green spaces, parks, and park amenities.
  • Oversees the on-going maintenance of the District’s facilities and buildings including planning for, and recommending facility upgrades, designs, and maintenance requirements for municipal buildings and grounds.
  • Prepares the annual and long-range capital and operational budgets for the Community Services Department, and monitors expenditures of allocated funds within the approved budget.
  • Builds and maintains effective communication and coordination with internal and external contacts including other governments and agencies, community groups, consultants, key stakeholder groups, District staff and the general public regarding recreation and facility services.
  • All persons employed by the District of Sparwood will be required to assist the municipality in providing emergency services. Duties assigned during an emergency may differ from regular duties.
  • Undertakes other assigned duties as required.
Requirements

Job Requirements

  • University Degree in Recreation Management, Public Administration, or other related field.
  • At least eight (8) years of experience in recreation facility operation and maintenance, community recreation and event programming in a municipal setting.
  • At least five (5) years of experience in a management role.
  • A thorough knowledge of the principles and practices required in the administration and operation of recreation services, including swimming pool and arena operation, programming, facility development, marketing, and strategic planning.
  • Demonstrated experience in financial management, including budget preparation and management and administration of computerized booking/registration systems.
  • Ability to communicate effectively and professionally, both verbally and in writing, including correspondence and complex reports.
  • Ability to foster and maintain effective working relationships with politicians, senior staff, other agencies, and recreation interest/user groups.
  • Proficient with Microsoft Office (including Word, Excel, PowerPoint, and Outlook).

Knowledge, Skills and Abilities

  • Strong leadership skills to manage a comparatively large workforce consisting of several full and part time employees and contract workers, with a focus on mentoring and motivating employees.
  • A well-defined sense of diplomacy, including solid negotiation, conflict resolution, and people management skills.
  • Ability to identify issues and implement creative and strategic solutions to overcome problems.
  • Experience with budget preparation and control.
  • Strong writing, editing, and proofreading skills.
  • Well-developed organizational and time management skills.

Salary & Benefits

The probationary salary for this position is between $108,000 and $115,000 (dependent on education and experience), with a review after six months.  This salary package includes a full range of employer paid benefits, annual vacation entitlement, an earned day off program, up to 3-weeks of time off in lieu of overtime and an Active Living Pass for access to the Leisure Centre courts, fitness centre, climbing wall, pool, arena and many of the drop-in fitness classes.
