Reporting to the City Solicitor, or designate, responsible for providing secretarial and clerical support for the Legal Services Branch as well as assisting Lawyers with various law clerk duties.   The position also assists the Municipal Prosecutor with duties associated with Administrative Monetary Penalties, fine collection, and municipal prosecutions.  The City of Oshawa strives to provide an environment that cultivates and supports the following core values: Authenticity, Courage, and Trust (ACT).

Responsibilities include:

  • Providing reception, secretarial, and administrative support to City Solicitor, Municipal Prosecutor, and Lawyers;
  • Providing administrative assistance to the Municipal Prosecutor/Screenings Officer with respect to the Administrative Penalty System (Parking, Business Licensing, Rental Housing license, Responsible Pet Owners, Noise/Nuisance, Snow and Ice Removal, Waste Collection);
  • Providing administrative assistance to the Municipal Prosecutor/Screenings Officer with respect to prosecutions of all Municipal By-laws, Ontario Building Code, and Fire Code;
  • Supporting the prosecutions collections processes including following up on payment of fines, preparing and reviewing relevant reports and materials, drafting communications;
  • Performing Screenings Officer duties for Written Screenings for the Administrative Penalty System with respect to the Traffic and Parking By-law including reviewing application, rendering decisions and coordination administrative processes (e.g. preparing packages, maintaining records).
Requirements

Job Requirements:

  • Demonstrated knowledge and skill associated with completion of a three (3) year Paralegal diploma, plus three (3) years of relevant experience, preferably in a municipal field or legal office along with a Paralegal License with the Law Society of Upper Canada.
  • High level of understanding of Provincial Offences and Ontario Court of Justice Appeals as well as an understanding of Superior Court and Small Claims Court rules and procedures, including drafting and filing various civil litigation documents with the various Courts.
  • Established skills and experience using PC equipment and related software applications, (i.e. MS Office Suite, Versatile, Manta, and PeopleSoft).
  • Good customer service experience and communication skills to deal effectively with staff, other levels of government, legal firms and the general public and be able to respond to inquiries by telephone, in person and in writing.
  • Good interpersonal skills with the ability to establish and maintain good working relationships.
  • Excellent organizational and proof-reading ability.
  • Ability to work independently, quickly and competently with frequent interruptions and to maintain confidentiality of information.
  • Possess personal qualities of maturity, tact, discretion and a co-operative attitude.
  • Possession and maintenance of a valid, unrestricted Ontario Driver’s License, minimum Class “G”. Use of own vehicle is required.
