Function:

This position provides the Township of King with expertise in four key areas: leadership; maintenance and property management, facility asset management and energy management. As an empowered division responsible for a complex inventory of physical assets, the department comprises all the necessary functions and lines of business to ensure the full life-cycle management of the Township's facility and property portfolios.

Under the general guidance and direction of the Director of Community Services the Manager of Facility Services is responsible for strategic direction that guides the safe and efficient operational needs of the facilities division, for owned, rented and leased properties through the effective deployment of physical and human resources and contracted forces.

Duties & Responsibilities:

  • Acts as the Chief Ice Technician and Pool Operation Technician for the municipality.
  • Provides leadership and guidance on the day-to-day operations and maintenance of municipal buildings including scheduling, workflows, facility operations and oversight of Lead Hands and their applicable duties.
  • Ensures facility operations comply with Fire, Technical Standards and Safety Authority, Occupational Health and Safety Act, Ontario Public Health, Acessibility for Ontarians with Diabilities Act, Ontario Building Code and other safety standards, guidelines, bylaws and appropriate legislation, taking necessary action to resolve non-compliance as appropriate.
  • Ensures that all services provided by the division are completed within legislative and operation requirements and corporate standard.
  • Ensures that industry standards related to building operations are implemented to improve efficiencies, reduce operating and capital expenditures, and mitigate risk.
  • In conjunction with the divisional staff develops and monitors regular, annual and preventive maintenance programs including multi-year replacements supported by appropriate funding sources. 
  • Regularly reviews and evaluates the division operations and service delivery methods/processes with a view to benchmarking productivity, improving, streamlining and updating practices, assuring compliance with standards/procedures, health & safety, and fostering excellence in customer service.
  • Conducts risk assessments, develops strategies, solutions, policies and standards to ensure efficient and safe facility operations, responsible risk management and protection of the health and safety of employees, users and assets.
  • In conjunction with the Climate Change Coordinator, coordinates an energy management program and maintains related records; recommends equipment purchases and/or upgrades to maximize energy resources.
  • Prepares, monitors and oversees annual operating budgets for the Facilities division.
  • Administers lease agreements utilizing long-term building and property development and improvement plans in order to maximize building and property occupancy.
  • Prepares all maintenance contracts related to facility operations (refrigeration, mechanical, electrical, locksmiths etc.), ensuring compliance with Township standards, government regulations and other applicable regulatory agencies.
  • Oversees the purchase of required supplies and inventory for the facility operations division. In accordance with the Township of King Procurement Policy authorizes small contracts and payments, regularly monitors and reports on assigned budgets  and ensures division resources and responsibly managed.
  • Prepares Council reports, attends Council meetings as required and provides support to the Director.
  • Prepares strategic documents on behalf of the division.  
  • Ensures a positive, healthy and safe environment for all staff. 
  • Participates in employee recruitment and makes recommendations for hiring.
  • Supervises employees on a day to day basis, assigns schedules and approves overtime and employee time off.
  • Utilizing the Townships Performance Development and Recognition Program(PDRP), monitors and evaluates employee performance, provides feedback, support and leadership to employees with the goal of being a high performing division.
  • In collaboration with divisional staff and the Director of Community Services, leads the Facility Services Division in long-range planning. 
  • As a member of the Townships Extended Leadership Team (ELT) the Facility Services Manager will develop annual SMART goals in alignment with the Director and assist direct reports with the development and implementation of their own SMART goals.
  • Makes recommendations regarding division staffing levels, organizational structure changes and coordination of new service initiatives.
  • Supports corporate and organizational initiatves, goals and objectives and reviews short-term plans for alignment and adjustment.
  • Ensures that all staff have been properly trained with regard to health and safety as it relates to their duties, and that they work safely including proper and consistent use and maintenance of the required personal protective equipment and maintains appropriate and required records of training. 
  • Supports and assists staff with facilty and maintenance inquiries or complaints.
  • Provides input to staff and other divisions on projects and assists in coordinating timing and implementation of construction and renovation projects.
  • In conjunction with the Capital division, develops the long term capital plan and annual budget.
  • Recommends repairs or improvements to buildings and physical plants.
  • In collaboration with other asset management personnel assist with coordination of an asset management program, including updating and maintaining related records, inventories and databases.
  • Performs other duties that are in accordance with the position.
Requirements

Qualifications:

  • Completion of formal academic training at a community college or professional organization in recreational facility operations and maintenance or a combination of significant demonstrated experience and education.
  • Certified Pool Operator (CPO) or equivalent suitable to the Township.
  • Refrigeration Class “B” license or equivalent suitable to the Township.
  • Basic First Aid/CPR, WHMIS.
  • Minimum 5 to 7 progressive experience in recreational facility operations, maintenance and construction, including a minimum of three years in a leadership role.
  • Demonstrated knowledge of:
    • Building sciences and systems, fire and building codes, fire detection systems and devices, fire safety plans etc.
    • Electrical, plumbing, energy management, refrigeration, pool filtration, HVAC, and associated systems.
    • Applicable health and safety legislation and building regulations.
    • Computer software including MS Office Suite of products (i.e. Word, Excel, Project Management etc.), building automation and energy management systems, and other related corporate software applications.
  • Demonstrated Ability to:
    • Develop specifications and make recommendations on the purchase, and implementation of new equipment and mechanical components.
    • Effectively communicate through both verbal and written mediums.   
    • Solve problems associated with the day to day operations of buildings including technical troubleshooting of building mechanical systems, exercising sound judgment in making decisions on special problems or situations.
    • Deal courteously and effectively with user groups, contractors, the general public and staff.
    • Project a professional image, work well under pressure and function effectively in a high-volume workplace with time constraints where errors may result in lost or reduced productivity, public embarrassment, customer dissatisfaction, personal injury, property/equipment damage and provincial offence.
    • Complete overlapping projects with a high degree of resourcefulness, flexibility and adaptability, while using time management and organizational skills to identify priorities and re-arrange work if required to meet identified timelines
  • Must have a class “G” Driver’s License in good standing.

Salary & Benefits

Salary Range: $103,321 - $126,089 (2021 Rate) + a comprehensive benefits package
