The Municipal Licensing and Standards (MLS) Division supports the City of Toronto by providing bylaw administration and enforcement services, including targeted strategies to address graffiti, noise, business inspections, parks regulations and animal services issues, as well as business licensing and permitting, property standards, and animal care, including control, shelter and adoption services.
As Director of Toronto Animal Services, you’ll play a pivotal role within the Division by ensuring the effective, efficient, economical and essential service delivery of Animal Services operations, including all aspects of animal care and sheltering, the promotion of responsible pet ownership through pet licensing, pet adoption, and the oversight of veterinary services, both contracted and in-house. In addition, you’ll be accountable for significant public education and community-based programming, comprehensive volunteer and donation programs, and enforcement activities related to animal conduct issues.
Reporting to the Executive Director, Municipal Licensing and Standards, and leading a team of dedicated professionals, you’ll direct all aspects of domestic and wildlife animal-related service delivery, including sheltering, emergency and public safety responses, clinical veterinarian activities, licensing and educational programming. This will see you developing the strategic direction and vision for the Toronto Animal Services portfolio of programs, and leading staff through a process of planning and development of long-range objectives.
With a post-secondary education or certification in a field pertinent to the position, and extensive experience with animal care programs and/or enforcement, including an extensive background in managing animal sheltering, care and welfare programs, you’re well prepared to meet the challenges and opportunities presented by this rewarding role. Equally important, you combine demonstrated knowledge of animal-related legislative and regulatory obligations with considerable senior-level experience setting strategic program direction, operational and service delivery standards, and measuring performance.
This directorship also calls for extensive leadership experience, with proven success in advancing diversity and inclusion, inspiring high-performing teams, fostering a collaborative environment and coaching, developing and engaging staff, and demonstrated knowledge of the Occupational Health and Safety Act, the Human Rights Code, and other relevant legislation. With such a background, you’ll capably and confidently lead and motivate a diverse workforce, ensuring effective teamwork and high standards of work quality and organizational performance, resolving controversial labour relations issues, and promoting continuous learning and innovation, as well as administer and control the Section budget.
An effective decision-maker, with a proven track record of innovation, adaptability and commitment to continuous improvement, you exhibit a highly developed sense of discretion, judgment and political acumen, enabling you to resolve conflict and deal with the sensitive and confidential matters that are an integral part of this job and our environment. Advanced verbal and written communication skills will be invaluable in this role, as you’ll be expected to liaise effectively and build relationships at all levels of the organization, from elected officials to senior management and staff, as well as unions and the media.
Given the scope of this mandate, you’ll also be able to leverage your extensive experience in the interpretation and application of municipal by-laws, provincial and/or federal statutes related to animal welfare, including considerable knowledge of enforcement/legal processes, and considerable financial, budget and contract/vendor management experience
Salary Range: $149,331.00 - $175,466.20 per year
