Position Description:

The City of Waterloo is recruiting for the newly created role of Community Programs Manager. Reporting to the Director of Community Programming and Outreach Services, the Manager is a strategic and innovative leader with a dedicated focus on community building and emphasis on health and well-being for all community members.  

The Manager will inspire a high-performing team and ensure the efficient and effective promotion and delivery of programs and services for children, youth, adults and seniors to meet the growing needs and strategic initiatives within the City and the community.  Through creative problem solving, decision making, and community development, the Manager will ensure existing resources and partnerships are utilized to achieve the goals and expectations of the division, Community Services and the Corporation of the City of Waterloo. 

Accountabilities:

  • Directs and oversees the work of the Community Support Services team and the Community Programming team ensuring successful development and delivery of programs for children, youth, adults, and seniors
  • Manages program planning, evaluation processes, and implements strategies to meet divisional business plans
  • Provides oversight and leadership to full-time employees, part-time employees, and volunteers, including recruitment, onboarding, training, development, and performance management
  • Collaborates effectively with the operations team on community program matters related to the Pavilion and Recreation Complex
  • Actively demonstrates and promotes exceptional customser service ensuring a high level of customer satisfaction; leverages technology to enhance the customer experience
  • Conducts regular reviews of the section’s performance relative to customer satisfaction, complaint resolution, potential partnerships, budget performance, divisional performance metrics and long term planning
  • Works collaboratively with the Manager of Recreation Facilities Programming, the Customer Service teams, and others to ensure the seamless delivery and promotion of programming
  • Establishes successful and achievable work plans to meet program goals and objectives while considering the core principles of inclusivity, accessibility and affordability within Community Programming and Outreach Services
  • Creates and manages the annual and ten (10) year operating and capital budget for the section and integration into the division’s budget, including work with KW4-OHT budget; responsible for the planning, budgeting, forecasting of expenditures within the Community Programs section
  • Identifies, assesses, and manages risk with regards to program development, new initiatives and partnerships
  • Develops and maintains internal and external partnerships to leverage resources and to achieve maximum benefit for the City and the community
  • Remains current with best practices and provides expertise on services that directly affect children, youth, adults and seniors within the organization and as they relate to other divisons and departments as needed
  • Assists in the identification and preparation of applications related to grants and funding sources to aid in program development and/or enhancement
  • Promotes a supportive environment where employees can work collaboratively with other team members internal and external to the Department
  • Ensures a healthy and safe environment for customers and staff
  • Ensures community programs operate in full compliance with health and safety, accessibility, employment standards, and other relevant regulations and legislation
  • Prepares reports, presentations, and memos related to divisional needs and presents findings to stakeholders and senior management on initiatives and results within the division
  • Attends Council meetings, committees or other required public meetings as required to present recommended courses of action and updates on projects and initiatives
  • Participates on corporate committees, initiatives and projects as required
  • Other duties as assigned
Requirements
  • Bachelor’s degree in Recreation and Leisure, Health Studies, Gerontology, Community Development, Business,  Public Administration, or a related field
  • Minimum of five (5) years experience in the field of community services developing and delivering programs for children, youth, adults, and seniors, preferably within a municipal government environment
  • Previous leadership experience managing teams, developing staff, leading people through change, and delivering high quality outcomes in dynamic environments
  • Excellent customer service skills with the ability to interact effectively with the public, internal customers and other stakeholders
  • Demonstrated ability to develop, monitor, and evaluate organizational plans and projects with experience planning and managing budgets
  • Excellent communication, teambuilding, and interpersonal skills with proven ability to work collaboratively
  • Ability to function well under pressure and respond to the changing demands and priorities of others
  • Superior analytical and problem-solving skills to think creatively, identify options and resolve complex issues
  • Ability to work well in a fast-paced, team environment, and effectively manage multiple projects and tasks simultaneously
  • Proficiency using Microsoft office programs, including Word, Excel, and Outlook
  • Current Standard First Aid/CPR-C or willingness to obtain
  • A satisfactory police criminal and judicial matters check is required as a condition of hire
  • A valid driver’s licence and access to reliable transportation for business purposes is required for the ability to travel to other City facilities

*Hours of work: A flexible schedule is required that will support day, evening and weekend accountabilities as required.
