The Town of Hinton (www.hinton.ca) is a regional hub for recreation, health care, and retail in the west Yellowhead region, also serving neighboring Grande Cache, Jasper, and Edson. With a population of approximately 10,000, it is located 270 km west of Edmonton and 80 km east of Jasper along the twin-lane Yellowhead Highway (Hwy 16). POSITION SUMMARY
Reporting to the Chief Administrative Officer (CAO), this position is a member of the Senior Leadership Team and is responsible for the overall strategic planning, leadership and management within the Protective Services Department which includes bylaw compliance, photo radar, fire, emergency and disaster management. This position also performs the work responsibilities as the Fire Chief and collaborates with community stakeholders to continually create a safe community. This position requires significant cooperation and coordination with the Staff Sergeant in Charge of the Hinton RCMP Detachment, or designate.
WORK RESPONSIBILITIES
- Develop administrative policies, short and long term plans, procedures, and bylaws in accordance with the Strategic Plan and Business Plan.
- Prepare plans that outline operating procedures to be used in response to disasters or emergencies
- Responsible for providing leadership to the programs and ensures that staff resources are managed effectively to meet the service delivery requirements of the department
- Plans and implements department objectives to maximize service delivery within the operating and capital budget
- Ensure that inquiries and complaints relative to bylaw violations are responded to in accordance with policy
- Coordinate joint responses with policing and social agencies concerning issues within the community and provide leadership to Protective Services staff including ensuring process and procedures are successfully executed
- Develop and maintain relationships with neighboring municipalities and counties to facilitate regional support in the event emergency response coordination is required
- Liaises with other Provincial and Municipal government departments and other major service providers to ensure coordination, cooperation, and efficiency in the development and implementation of service initiatives
- Provide direction and mentorship to the Deputy Fire Chief regarding fire prevention inspection, training and development, code enforcement, public fire education, and permit programs
- Conduct fire investigations and submit documentation required by legislation in coordination with the Deputy Fire Chief
- Collaborate with Deputy Fire Chief to ensure firefighting equipment, vehicles, and station facility are maintained and meet operational requirements
- Provides on-call 24 hr emergency response coverage in coordination with the Deputy Fire Chief
- Prepare and administer the annual operating and capital budgets for the department in coordination with Chief Administrative Officer (CAO) and Corporate Services
- Develop and monitor the attainment of Protective Services goals and objectives to support Council’s Strategic Plan and ensure they are accomplished
- Attends Council meetings, public hearings, and other regional governance public meetings as a resource and/or representative of the Town as required
- Collaborate with communications to promote crime prevention, community safety, and bylaw compliance initiatives
- Keep informed of government regulations related to emergency management and compliance
- Identify and recommend government funding for emergency management related needs
- Assigned a leadership role within the Emergency Operations Group for Disaster services
- Design and administer emergency program and disaster preparedness training courses
- Consult with all community stakeholders to determine needs in the event of a disaster or other emergency
- Collaborates with the community including the business sector, community agencies, general public, schools, seniors, and special interest groups to identify issues and gaps and develop initiatives and strategies that increase safety and prevent and reduce the incidents of crime
- Responsible for recruiting, appointing, promoting, directing, and monitoring performance, exercising corrective action, and dealing with grievances and dismissal of employees within the scope of the approved policies as well as in consultation with the CAO
- Manage the performance process, working with each employee to maximize their personal success and the value of their contribution for the success of their fellow employees and the organization
- Maintain an effective departmental safety program, which adheres to all WCB regulations, including safety rules and procedures, safety orientation and training, identification/correction of workplace hazards, accident/incident investigation, and regular meetings
- Recommend annual training and staff development program and ensure that staff participates in training and development opportunities to meet strategic objectives and professional goals
- Manage the use of Protective Service databases to ensure protocols for use and maintenance are retained

QUALIFICATIONS
- Post-Secondary program in Business or Public Administration, Emergency Management, Bylaw Enforcement, or related discipline. An equivalent combination of education, such as a related diploma and progressive recent experience may be considered
- Alberta Safety Codes Officer, NFPA 1031 Level I and II Investigation
- NFPA 1001 - Standard Level I and II Fire Fighter
- NFPA 1021 - Fire Officer Level III & IV
- NFPA 1002 – Apparatus/Arial/ Operator/Pump
- NFPA 1006 – Vehicle Ex/Technical Rescue
- NFPA 1033 – Fire Investigation
- NFPA 1521 – Incident Safety Officer
- NFPA 1041 – Level II Fire Instructor
- Standard First Aid / CPR Level C HPC
- Minimum 8 years’ experience in progressively responsible positions in law enforcement, bylaw compliance, emergency management, or related field with at least 8 years have been in a leadership/supervisory role
- Excellent leadership and public relations skills that inspire and motivate staff and volunteers to perform at their best
- Municipal experience is considered an asset, as a familiarity and understanding of the Municipal Government Act, bylaws, policies and procedures is required
- High level of expertise with Budget preparation and planning
- Experience conducting investigations
- Knowledge of Occupational Health & Safety Act & Regulations related to firefighting, and Alberta Fire and Safety Codes
- Understands the minimum firefighting and incident management requirements are for fire fighter training, equipment, and emergency vehicle operations
- Completion of or working towards recognized credit courses in Conflict Resolution, Consensus Decision Making, and/or Mediation
- Provide and maintain a RCMP criminal record check, including Vulnerable Sector and an Enhanced Security Clearance
- A valid Driver’s License, Class 3 with Air Brake Endorsement is preferred, and a satisfactory Driver’s Abstract

- Ability to commit to an On-Call schedule which responds to emergencies 24 hours a day, seven days a week
