Position Summary
The Director of Solid Waste Services provides the overall strategic leadership, administration and operation of the integrated waste management system. The Director is responsible for strategic planning and the delivery of an integrated, cost effective and efficient waste management system. This position oversees waste collection, processing and disposal activities, waste policy / program planning and development, the design, construction, operation and maintenance of waste management facilities, communications, public education, promotion and outreach for the community.

Key Responsibilities

Direct and execute the integrated waste management plan in compliance with applicable legislation, regulations and environmental compliance approvals for the collection, processing and/or disposal of municipal solid waste, blue box program plan, organics, hazardous waste, yard waste and other applicable waste streams to achieve a sixty-five percent waste diversion rate or higher;

Plan and manage the design, construction, operation and maintenance of waste management facilities;

Directs the activities of staff, consultants and contractors to ensure that waste services and facilities are operated in accordance with relevant policies, legislations / regulations and environmental compliance approvals;

Directs the activities of staff, consultants and contractors to achieve service standards and levels with a focus on customer service excellence;

Plan short-term and long-term range operating and capital budgets for the business unit that is aligned with corporate targets and goals;

Manage the annual budget to identify issues and reallocate resources as required in order to achieve the objectives, initiatives and targets of annual operating plans;

Oversee the development and execution of communications, and public education, engagement , consultation and promotion activities;

Deliver effective contract administration for waste collection, processing and disposal that is compliance with applicable laws, bylaws, legislation, regulations and environmental compliance approvals;

Provides technical oversight and guidance on the development of procurement documents, as well as, the evaluation and award of contracts;

Develop and monitor key performance indicators to evaluate and measure program efficiency and effectiveness to execute continuous improvement;

Research and monitor waste industry data, developments, trends, best practices, benchmarks, market conditions, and emerging and innovated technologies; and

Displays corporate and business unit strategic leadership for employees and is responsible for motivation, performance and discipline of staff.
 

Requirements

Qualifications, Competencies
University degree or college diploma in a related discipline, such as Engineering, Waste Management or Resource Management, or a related combination of education, training and experience

Professional Engineer designation with the Association of Professional Engineers of Ontario, or Certified Engineering Technologist (C.E.T.) designation from the Ontario Association of Certified Engineering Technicians and Technologists is an asset

7 years management experience in the waste industry

3-5 years managing in a unionized environment

Ability to work in a politically sensitive environment while demonstrating tact and diplomacy

Highly developed analytical and business planning skills with a proven track record for long term visioning, planning, and budgeting

Excellent project management and asset management skills

Strong knowledge of municipal policies, procedures, applicable legislation and regulations, relevant industry standards, by-laws and acts (municipal, provincial and federal)

Ability to build relationships, resolve conflicts, negotiate, facilitate, and deliver information to a wide variety of audiences

Ability to balance objectives with current organizational needs

Proficient skills in MS Office

Ability to build trust and credibility in a politically sensitive role with competing demands and priorities

Excellent communication skills with the ability to influence others

Excellent leadership skills with the ability to coach, motivate and develop employees

Valid class “G” driver’s licence

Required to obtain and maintain a satisfactory criminal record check at candidates’ expense.
