Position Summary
Reporting to the Operations Manager and as a member of the Public Works team, the GIS Technician (Public Works) is responsible for the creation and maintenance of geographic information system (GIS) data. Major duties include the management and maintenance of spatial datasets, data and spatial analysis, information transformation and consolidation, map development and reporting. The Technician will collect and maintain municipal asset and infrastructure inventories through the use of an asset management database, GIS software and other automated systems. The GIS Technician will also collaborate with others to implement new GIS projects, tools and software. This position will also support Public Works management and staff with the preparation forms and data monitoring of activity as required.
Maintain accurate, geographically-referenced infrastructure data records and apply expertise in the management of spatial and non-spatial information in accordance with corporate standards.
Be knowledgeable in civil and municipal design processes for road, boulevard, stormwater management and sewer design as well as related construction processes and documents such as Ontario Provincial Standard Specification (OPSS) and Ontario Provincial Standard Drawings (OPSD), tender bid forms, etc.
Produce tender and supporting documentation that adheres to departmental, federal and provincial standards
Maintain the Public Works database for municipal assets and infrastructure inventory
Identify opportunities to further capture assets for tracking program planning and inefficiencies
Coordinate and capture elements of design information for parks, trees and other municipal assets into asset database
Utilize mapping software products to reference and update Enterprise GIS database information
Work with stakeholders and third party contractors to assist with maintenance of software/hardware systems
Establish, coordinate and maintain data integrity procedures, processes and policies that efficiently enhance data integrity. Stay abreast of corporate data integrity processes and methods; and technology tools
Assist in the compilation and preparation of audit reports that ensure the success of data integrity procedures
Oversee online web mapping systems for the department. Create and maintain mapping for Public Works by updating route maps for maintenance tasks (snow plowing, grass cutting, etc.), active transportation and work plans
Perform field surveys, field inspections and site inspections to collect date proficient with GPS concepts, tools, and data
Responsible for asset data collection and analysis; collect, organize and maintain geographically referenced infrastructure data sets, as-built information and work with other City of Kingston departments to integrate data sets
Develop and perform inspection forms and tasks (signs, sidewalks and other legislated inspection requirements)
Responsible for the technical review of material specifications, tender forms, bids, etc.
Support Public Works supervisors with winter maintenance processes; research and implement technology advancements

Qualifications, Competencies
A Geographic Information Systems College Graduate Certificate or a 3 year degree in Geographic Information Systems, Geography, Computer Science or related program
2 years experience in GIS
Municipal experience is preferred
Experience in geodatabase management; CityEngine
Experience with the ArcGIS Field Apps Suite (Collector, Workforce, QuickCapture, Survey123, Navigator, Tracker, etc.) is an asset, including preparation, maintenance and publishing web services
Experience with Cartegraph OMS is an asset
Must demonstrate corporate competencies: Customer Focus, Results Orientation, Integrity, and Teamwork
Skills, Abilities, Work Demands
Demonstrated proficiency with modern programming and scripting languages; Python, PL/SQL (Oracle), XML
Demonstrated ability to manage multiple tasks with changing priorities and present information in a clear and concise manner
Familiarity with asset management concepts and procedures such as asset retirement, condition inspection, risk management, performance analysis and life cycle costing
Knowledge of digitization and metadata standards specific to GIS data
Familiar with development of data models
Excellent oral and written communication skills
Effective interpersonal skills
Strong cartographic skills
Ability to work outside and possibly in inclement weather conditions as required
Must possess and maintain a valid class “G” licence with a satisfactory driver’s abstract
Must be able to obtain and maintain a satisfactory criminal record check at own expense
