Position Overview

As a member of the Lambton County Library system, the Assistant Library Supervisor is responsible for overseeing the work of employees delivering front-line customer service to visitors of the Lambton County Library. The Assistant Library Supervisor is also responsible for ensuring that the physical environment meets the needs of the community. The Assistant Library Supervisor will liaise with the community to assist in determining programming needs, in collaboration with the Public Service Coordinators. The Assistant Library Supervisor will hold responsibility for ensuring the successful operation of library branches located within geographic regions of Lambton County. The Assistant Library Supervisor is responsible for delivering a library service that meets the strategic direction set forth by senior management and Lambton County Council.

Duties and Responsibilities

Library Operations:
• Provide direction, instruction and support to Branch Assistants, Library Technicians and Student Pages ensuring that the County of Lambton's policies and procedures are followed
• Ensure the library branches are appropriately staffed
• Conduct on-site training and orientation, and/or coordinate off-site training and orientation for new employees to the library.
• Determine, in consultation with the Community Library Supervisor and the Facilities Supervisor, the needs of libraries for effective operation, such as furnishings and equipment
• Maintain working relationships with local municipal staff and work with the Supervisor, Facilities Services to plan and complete renovation projects
• Recommend revisions to policies and procedures to improve workflow.
• Develop and evaluate programs, outreach and partnership opportunities with organizations, groups, agencies, businesses and other stakeholders to increase the use of library resources and services in response to the current and future needs of the community.
• Collaborate with Public Services Coordinators, Community Librarians, Technical Services Librarian, Library Technicians and other staff in developing community initiatives in alignment with library goals and objectives

Human Resources:
• Participate in recruitment, selection, orientation and training of departmental staff.
• Ensure appropriate quality, accuracy and quantity of work for assigned staff and that policies and procedures are followed and that performance standards are met
• Conduct ongoing performance management of staff, including the delivery of performance appraisals and exit interviews
• Follow the County of Lambton's Progressive Discipline procedures and conduct discipline when required.
• Monitor staff attendance and schedule workload
• Provide supervision to another region in a Coordinator's absence
• Ensure adherence to legislation such as the Employment Standards Act, Occupational Health and Safety Act, Human Rights Code, collective agreements and County of Lambton policies.
• Identify community needs, trends and demographics

Financial Accountability:
• Assist in monitoring budget and tracking expenses
• Assist in developing the annual departmental budget
• Authorize program purchases, overtime, resource acquisition, mileage and other expenditures within the approved budgetary guidelines
• Assign purchases to appropriate accounts
Customer Service / Communication Responsibilities:
• Represent the library effectively in the community
• Interact pleasantly and courteously with the public, community partners and staff, promoting a harmonious workplace

Other Job Tasks / Responsibilities:
• Ensure the effective use of the Integrated Library System (ILS)
• Develop an understanding of electronic platforms and resources that can be used by patrons to enhance their library experience
• Maintain necessary corporate files in accordance with the County of Lambton's Records Retention By-law

General:
• Incumbents must keep up-to-date on all relevant legislation, collective bargaining agreements, County Policies and Procedures, etc. ensuring that these are implemented as prescribed
• Incumbents must possess the physical ability to meet the duties and responsibilities of the job description and/or the requirements identified within the position's Physical Demands Analysis

Requirements

Minimum Formal Education:
• University Degree, with preference given to studies in library science, or the equivalent in combination of education and experience.

Experience:
• Minimum 3 years' experience working in a Library, or supervising work in a municipal or public-sector environment
• Computer experience including Microsoft Office products, Outlook, Internet, electronic database, digital platforms, etc.
• Interpersonal, communication, and customer service skills
• Experience using an Integrated Library System (ILS) an asset.

A valid Ontario driver's license and use of a vehicle.
