The Opportunity
The City of St. John’s is presently accepting applications for the Manager of Assessment position within the Finance and Administration Department. Reporting to the Deputy City Manager, Finance & Administration, this position provides leadership and manages the operation of the City of St. John’s Assessment Division. This position is primarily responsible for ensuring that fair and accurate assessment valuation of real property within the City of St. John’s to provide a basis for property taxation for municipal operating purposes.

Accountabilities
Overseeing a team of Assessors the Manager of Assessment is responsible for:
• Providing leadership and supervision to the assessment team
• The valuation of all property within the City and additional supplementary assessments
• Ensuring compliance with all applicable policies, procedures, and legislation, including the City of St. John's Municipal Taxation Act, City of St. John’s Act, and Assessment Act 2006
• Responding to all assessment related inquiries from taxpayers
• Preparing the division’s annual operating budget
• Recommending policy changes relative to property, business, and water taxation
• Co-ordinating the Assessment Review Court, supplementary assessment process
• Co-ordinating the supplementary assessment process
• PILT (Payment in Lieu of Taxes) applications and valuation.
• Be familiar with and implement the Collective Agreement where it applies.
• Conduct investigations, prepare reports and recommend correction action as required.
• Responsible for employee safety and must be well versed with supervisory responsibilities under the OH&S regulations and procedures.

Office environment with daily internal and external client/customer contact, and regular field work.

Hours of Work
Monday to Friday, 9:00 a.m. - 4:30 p.m.

Requirements

Qualifications
• Undergraduate degree from an accredited post-secondary institution;
• Completion of all course requirements for the A.A.C.I. designation as per the Appraisal Institute of Canada; and /or CAE (International Association of Assessing Officers)
• A minimum of ten (10) years of residential/commercial assessment experience, which includes progressive management experience in a unionized environment.
• A thorough knowledge of assessment property valuation, market activity, and all aspects of the Assessment Act 2006 is required.
• Applicant must have a clear understanding and awareness of the Work Place Health, Safety and Compensation Commission (WHSCC) Legislation; Highway Traffic Act; Occupational Health and Safety Act and Regulations; and Human Rights Legislation.
• The successful candidate also demonstrates excellent oral and written communication skills , leadership ,problem solving and critical thinking abilities, effective decision making and time management skills, computer literacy, strong interpersonal, , and the ability to foster good working relationships with management, staff, council members, outside agencies, and the general public with a focus on continuous improvement.
• An equivalent combination of education, training and experience, which would provide the required knowledge and skills, may be considered at the City’s discretion.
• Applicants must possess a valid class 5 Driver's License

Salary & Benefits

The position offers an annual salary of $117,998.00 - $152,256.00/Year and  The City of St. John's provides a comprehensive benefits package as well.
