The Technical Services Section, within the Edmonton Transit Services Branch, is offering a unique and exciting opportunity to deliver safe, reliable, and quality services for ETS to the citizens of Edmonton and surrounding communities!
As a Senior Communications Systems Engineer, you will be responsible for the management, administration, and provisioning of engineering, technical support, maintenance, and capital replacement/upgrade services for ETS technology system devices and station installations. You will also provide supervisory guidance to other engineering and technical staff as well as contractors involved in maintaining the various communication system devices and station installations. As a technical expert, you will approve reports and work related to modifications, repairs, maintenance, specifications, drawings, and documentation related to ETS communication system devices and station installations.
The systems you would be responsible for operating and maintaining include Fare collection, CCTV surveillance, SCADA, PA/VMS (Public Address and Variable Message Signs), Telephone, 2-way radio and the associated networks and servers that drive all of these systems.
Reporting to the Director, Technical Services Section, this role will be responsible to:
- Develop the maintenance/repair and capital budget requirements and the operating policy and procedures for the communication system devices in accordance with City policy
- Provide engineering support to various contractors who provide preventative maintenance and repair services for ETS communication system devices
- Provides supervisory guidance to other engineering and technical staff as well as contractors involved in maintaining the various communication system devices and station installations
- Monitor ETS Communication System infrastructure to ensure it is capable of meeting the safety and operational requirements of Edmonton Transit
- Develop and manage preventative maintenance programs for the communication devices and installations
- Implement and monitor system modifications to address operational safety and efficiency concerns
- Participate in engineering and technical meetings, seminars, and conferences; and liaise with other Transit agencies and properties, to foster an atmosphere of information and experience exchange
- Develop and implement testing and commissioning programs on new or modified systems to ensure they operate according to design
- Develop and maintain a record management system for a communication system device and installation documentation and drawings
- Assist in managing the capital budget approved for the Communication system area that includes input to the long-range financial plans and reporting of Tangible Capital Assets for communication system infrastructure
- Promote a customer-focused culture, which provides recognition and support, training and development, and promotes occupational health, safety, and wellness in the workplace
- Prepare contribution planning, and provide leadership in meeting objectives
- Ensure that the activities and performance of communication system contractors is planned, coordinated, monitored, and evaluated
- Manage and coordinate capital projects
- Related duties as required
- Bachelors of Science degree in Electrical Engineering or Computer Engineering
- Must be a Professional Engineer (P.Eng.) registered with APEGA or with the engineering association of another province of Canada
- 7 years experience in public transit security systems, Building Management Systems, Automated fare collection systems, CCTV Surveillance systems, and radio system design, construction and maintenance. Supervisory training and demonstrated supervisory and administrative abilities
- Experience with Industrial Control Systems (SCADA)
- Knowledge or awareness of City of Edmonton policies and procedures
- Demonstrated experience in managing projects and consultants, tendering and administering contracts, estimating project costs, and preparing budgets
- Experience managing/mentoring other engineers and technicians
- Strong technical report and specification writing abilities
- Experience with Microsoft Office suite, Google Suite and computer control and maintenance systems
- Exemplary interpersonal ability in dealing with the public, senior management, regulatory agencies, technical staff and consultants
- Exceptionally strong supervisory and leadership skills, including the ability to performance manage, mentor and inspire a team
- Ability to analyze complex technical problems and make timely decisions
- Strong interpersonal, time management, organizational and prioritization skills
- Hire is dependent upon a Police Information Check satisfactory to the City of Edmonton
