Reporting to the Manager W&WW Development Planning, this position is primarily responsible for administering the Wet Weather Management Program to reduce the negative impacts of extraneous flows entering sanitary sewer systems.
This role will lead this collaborative program with Local Area Municipalities (LAM), which includes project application review, approvals, budgeting, education, monitoring & controlling, finance administration, performance measurement and annual reporting to Council.
Responsibilities
1. Administer the Regional Wet Weather Management Program for reduction of extraneous flows from wastewater infrastructure in collaboration with LAM, including balancing demands for growth, protection from basement flooding and environmental overflows.
- Technical review of the municipal cost sharing program applications for alignment with program requirements and makes draft approval recommendations.
- Develop and administer program activities ensuring wet weather flow impacts are addressed in identified priority areas.
- Facilitate the work group activities (made up of LAM representatives) for measuring program performance, following up on best management practices, identifying shared learning opportunities/projects and reporting.
- Work with the Planning and Public Works team to develop relevant performance metrics for monitoring success of municipal cost shared projects.
- Follow up on hydraulic modeling updates and studies with LAM.
- Evaluate project applications and initiate program changes as per updated standards and regulations.
- Share project results, successful strategies, emerging industry trends, and lessons learned with all local municipalities.
- Conduct all adjudication processes for approval of applications and ensure that the approved project scope is executed.
- Prepare individual project updates and report to Public Works Committee/Council detailing projects that are requesting approval for funding.
- Provide ad-hoc updates and reports on the program as requested.
- Evaluate and report on key performance indicators of the program.
- Define problems and identify viable solutions in the applications review process.
- Lower financial, legal and political risks in program implementation through effective program management and on-going program review.
- Initiate the Pollution Prevention and Control Plan (PPCP) studies with Area Municipalities and identify opportunities for joint projects for any further work under the Wet Weather Management Cost Share Program.
- Address common interests and priorities that lead to increased partnership funding opportunities with Area Municipalities.
- Align the program with the W&WW Master Servicing Plan (MSP) recommendations regarding wet weather issues and capital projects.
2. Lead communication with LAM representatives and Wet Weather Management Committee.
- Initiate, organize and facilitate regular Wet Weather Management Committee meetings and communicate common interests of both the local and Regional jurisdiction.
- Encourage LAM to implement programs on their wastewater collection systems for better performance and to reduce negative impacts to overall collection system, including Regional infrastructure.
- Communicate and present project-related information to special interest groups and at Regional or local meetings.
- Coordinate with LAM as required to promote good public relations and customer service on behalf of the Region.
- Communicate with the public and local businesses through Public Information Centers project / construction updates to promote awareness, education materials, good public relations, and customer service on behalf of the Region.
- Establish a project reporting milestones with municipal project managers to solicit an input on the projects progress.
- Attend review meetings with LAM representatives on projects as required.
3. Manages and administers annual and multi-year Capital and Operating budgets for which they are delegated authority ensuring support of Council’s objectives, financial transparency and accountability, monitoring budget adherence, identifying and explaining variances, and financial reporting is effectively managed in compliance with corporate financial policies. Administer and approve the acquisition of goods and services for their direct reports in accordance with the procurement policy.
- Work closely with Finance to analyze annual forecasts from local municipalities for cost share program uptake and third party grants.
- Provide tracking of all projects including multi-year budget requests.
- Ensure financial transparency and accountability of approved projects by monitoring budget adherence, identifying and explaining variances, timely billing and completeness of funding and financial reporting.
- Assist in developing Capital budgets for Water & Wastewater services and 10 year forecast ensuring support of Council’s objectives and MSP recommendations in asset management planning.
4. Relationship Support & Development – Coordinate and facilitate relationships and partnerships with other orders of government, municipal organizations and key external stakeholders.
- Build and maintain relationships with municipal representatives, the development community, staff in other Regional divisions/departments (Finance, Legal services, Development Planning, Economic Development).
- Lead, facilitate and plan meetings with stakeholders and effectively engage them in basic and complex issues.
- Identify and address inquiries, issues and conflicts raised by stakeholders and prepare draft responses.
- Represent the Department on the cost share program matters before committees, local area municipalities, external and internal working groups, and stakeholder groups.
- Identify opportunities for joint projects involving LAM and/or Region (i.e., flow monitoring, rehabilitation/relining projects, education campaigns, sewer-use by-laws, etc).
Education
- Post-secondary degree in Civil or Environmental Engineering specializing in Water & Wastewater infrastructure or a combination of related disciplines.
- An equivalent combination of education and experience may be considered.
Knowledge
- Five (5) to eight (8) years of progressive relevant municipal experience including wet weather planning and design, sanitary sewer conveyance, storage and treatment, green infrastructure and other flow reduction techniques.
- Extensive experience in infrastructure assessments involving Inflow & Infiltration issues and hydraulic modeling.
- Previous involvement in the delivery of municipal subsidy programs
- Proven experience in dealing with municipal officials
- Project management in areas of planning, designing, and implementing capital water and wastewater projects.
- 10 years of experience in water and wastewater services is preferred.
- Project oriented experience in hydraulic modeling of water/wastewater infrastructure is preferred.
- Must be certified or eligible for certification with the Ontario Association of Certified Engineering Technicians and Technologists (OACETT) as a Certified Engineering Technologist (C.E.T.) or equivalent.
- Working knowledge of MS Office MS Outlook, MS Project or other Project Tracking Systems.
- Demonstrated knowledge of relevant legislation, regulations and standards such as: the Class Environmental Assessment process, Niagara Peninsula Standard Contract Document (NPSCD), Ontario Provincial Standard Specifications (OPSS), Ontario Provincial Standard Drawings (OPSD), the Project Management Body of Knowledge (PMBOK) Guide, DWQMS and WWQMS, applicable legislation and regulations (Occ. Health & Safety Act, Environmental Protection Act, Safe Drinking Water Act, Ontario Water Resources Act, Municipal Act, Construction Lien Act, Ontario Building Code, etc.), applicable contract law, and water and wastewater standards.
- Familiarity with municipal budgeting practices.
- Project Management Professional (PMP) certification is preferred.

Salary:$73,525 - $86,500, includes benefits
