Summary

Reporting to the Supervisor Waste Management, the Waste Management Contract Supervisor is responsible for administering waste collection contracts, providing on-road supervision, ensuring compliance with municipal by-laws, responding to escalated complaints and conducting investigations of residential, industrial, commercial and institutional properties. 

Responsibilities

1. Administers and supervises various collection contracts, to ensure efficient operations and that contractor(s) are performing work in accordance with Niagara Region’s program and policies.

  • Ensures contractor is performing work in accordance with Niagara Region’s program policies through on-road monitoring and supervision of staff.
  • Prepares and/or assists in the preparation of reports, recommendations and other documents and compiles statistical information regarding waste collection and recycling policies and procedures and new areas to be serviced.
  • Investigates, prepares and issues notices of default to contractors.
  • Conducts investigations
  • Develops Standard Operating Procedures, as required.
  • Assists in establishing department policies.
  • Helps ensure safety of contractual staff by reporting violations or unsafe practise
  • Acts as Regional representative to the public.
  • Escalates contentious contractual issues to Supervisor, Collection & Diversion Operations, as required.
  • Provide efficient and safe service to Niagara Region residents
  • Adapts to changing work priorities in an operational environment.


2. Supervises staff, coordinating and planning work, providing work direction, assigning tasks and projects, monitoring quality of work, resolving problems and ensuring assigned results are achieved.

  • Enables results with the organization’s human capital strategy to foster employee engagement.
  • In conjunction with the Manager/Supervisor, provides training and development, coaching and discipline when necessary, and manages staff recruitment.
  • Ensures focus is service excellence, communication/transparency, innovation, and data integrity and workflow integration.
  • Ensures staff has the information and resources to make successful plans and decisions.
  • Helps to break down barriers to employee success, ensuring collaboration and cooperation with other teams within their division and department
  • Ensures Occupational Health & Safety (OH&S) policies, programs and practices are implemented, and maintained. This includes workplace inspections, monitoring, accident reporting and investigations, and ensuring any observed hazards or lapses in the functioning of OH&S processes, and other OH&S concerns are responded to promptly.
  • Ensures all individuals under supervision have been informed of hazards and instructed on the necessary risk control and emergency response measures.
  • Fosters collaboration and teamwork in order to deliver high quality work with little supervision.


3. Ensures program participants are in compliance with the Niagara Region’s Waste Management By-law, determining appropriate enforcement action as necessary, according to standard enforcement protocols.

  • Oversees the issuance of compliance notices and letters to residents, property owners and industrial, commercial and institutions not in compliance with the Region of Niagara Region’s Waste Management By-law.
  • Issues Notices of Violation, Orders, Part I and Part III processes of the Provincial Offences Act for non-compliance.
  • Acts as By-law Enforcement Officer in the prosecution of violators of the Region of Niagara Region’s Waste Management By-law.
  • Obtains admissible legal evidence, assisting in the preparation of the crown brief/disclosure and acts as an expert witness for the prosecutor.

4. Customer Relations

  • Reviews, investigates and responds to questions, comments, complaints and requests for information relating to waste management services, in a timely manner, to ensure customer satisfaction and improve efficiency. 
  • Handles escalated issues
  • Maintains positive relationships with local municipalities, and other stakeholders.
  • Provides input into waste management policies/procedures as required.
  • Provides input into new collection routes, service levels and by-law and contract updates, identifying operational problems and recommending solutions.


5. Perform other related duties and responsibilities as assigned or required. 

Requirements

Education

  • Post-secondary diploma in Business, Environmental Studies or a related field
  • Additional courses in Waste Management and/or By-Law enforcement
  • An equivalent combination education and related experience
  • Additional courses with the Municipal Law Enforcement Officers’ Association of Ontario (MLEOA) preferred


     

Knowledge

  • A minimum of 5 years experience in a contract supervisory, by-law enforcement capacity, or, in the waste management field
  • Experience with by-law enforcement in a municipal setting, administering warnings, notices and issuing offence notices preferred
  • Municipal sector experience preferred.
  • Working knowledge of the Provincial Offences Act.
  • Knowledge of MS Office suite of products.
  • Knowledge of Region waste and recycling programs and related by-laws.
  • Knowledge of Regional/Municipal Government policies/practices
  • Knowledge of the Occupational Health and Safety Act.
  • Knowledge of Transportation of Dangerous Goods Act.
  • Designation as a Municipal Law Enforcement Officer preferred.

    Special Requirements

  • Must possess and maintain a valid and unrestricted specified license for the class of the vehicle operated

Salary & Benefits

Salary:$73,525 - $86,500
Work Hours:40 hrs / week
