Scope

As the City Solicitor, you will lead the Legal Services team and provide legal services and advice on matters associated with the City. This exciting leadership role also serves as the City’s chief legal advisor and provides guidance to the City Council, the City Manager, senior management and staff on diverse legal, administrative and regulatory proceedings.

Responsibilities:

Reporting to the General Manager, Corporate Services, the City Solicitor will:

  • Prepare and review written and verbal legal opinions to the City Council, the City Manager, senior management and staff.
  • Draft and revise municipal legislation, agreements, contracts and provision of corporate transactional oversight.
  • Provide corporate governance oversight and legal and corporate secretarial services to Surrey City Development Corporation and Surrey Homelessness and Housing Society.
  • Formulate and implement litigation strategies and corporate compliance.
  • Represent the City in constitutional, municipal, administrative and commercial law cases before the courts and other tribunals.
  • Manage complex Bylaw initiatives, overseeing enforcement dispute mediation and setting prosecution priorities.
  • Provide support for various City tenders, RFP’s and other corporate, commercial, real property and construction agreements and correspondence.
  • Review and drafts conveyances, covenants, leases and other legal documents related to real estate transactions, land acquisitions, easements, purchases and sales of real property.
  • Participate in making recommendations to policies, procedures and practices.
  • Ensure that all legal and administrative documents adhere to the standards required by law or by statute within the City.
  • Lead recruitment, retention, professional development and succession planning for Legal Services within a unionized and excluded environment.
  • Perform other job related duties.
Requirements

  • An Undergraduate Degree and Post Graduate Degree in Law (J.D. or LLB).
  • A member in good standing with the Law Society of B.C.
  • A minimum of 10 years of progressively responsible related experience practicing law with a municipality or a firm providing legal services to local government.
  • Strong understanding of the municipal law, including extensive knowledge of fundamental principles and practices related to local government legislation, municipal bylaws, policies and procedures.
  • Experience in a management or supervisory role coupled with strong leadership skills.
  • Knowledge of all legislation relevant to municipal government.
  • Knowledge of judicial procedures and rules of evidence.
  • Knowledge of City of Surrey Bylaws, policies and procedures.
  • Ability to understand complex stakeholders and maintain positive relationships.
  • Exemplary interpersonal, communication (both oral and written), and problem-solving skills.
