The General Supervisor, Roadway Maintenance has the opportunity to positively impact our community by leading and managing the unit that is responsible for the state of repair of all parks and roads assets that support mobility (sidewalks, trails, bike lanes, roads, etc). The General Supervisor, Roadway Maintenance will oversee the delivery of maintenance projects ensuring they meet all customer expectations (citizens, Council) and that they are aligned with the City’s goals and objectives.
Maintenance projects within this unit involve maintenance, repair and rehabilitation of asphalt surfaces (roads, alleys, paths, rail crossings, rural roads and parking lots), concrete surfaces (sidewalks, curbs/gutters), among others.
The General Supervisor, Roadway Maintenance supports the Director of Infrastructure Maintenance by running all aspects of the transportation maintenance business - from budget accountability, to safety oversight, to research and development of new processes. The General Supervisor is also responsible for creating a positive work culture that promotes diversity and inclusion with the goal of increasing employee engagement.
With a focus on client satisfaction, the General Supervisor, Roadway Maintenance provides supervision, leadership, guidance and oversight to a team of approximately 3 senior staff (Supervisors/Program Managers) and approximately 200 full time employees (permanent, seasonal, in-scope and out of scope positions).
Working in an integrated business model, the General Supervisor, Roadway Maintenance is accountable for:
- Managing a team of professionals and specialists executing maintenance projects
- Ensuring that all City and OH&S safety standards and guidelines are implemented and enforced
- Ensuring the prudent and effective use of financial and human resources in the delivery of maintenance work
- Developing and managing approximately $28 Million of operating budget
- Overseeing portfolio, program, and project management on the delivery of maintenance projects
- Liaising with other Departments, Branches, Sections, Units and external stakeholders to build relationships and ensure a fully integrated approach to project management
- Reviewing and approving recommendations from Supervisors/Program Managers related to project delivery methods
- Overseeing labour, equipment and materials to deliver mobility network maintenance projects
- Ensuring robust and proactive stakeholder engagement and communications plans, activities and processes are implemented in collaboration with Communications & Engagement
- Ensuring that the public is well informed of project impacts and concerns are addressed
- Collaboratively reviewing and approving standard operating procedures (SOPs) as per frequency schedule and ensuring adherence to the SOPs approved by the leadership team
- Contributing to the development of City policies related to the assets maintained by this unit
- Developing and/or approving business cases to support growth and changes in maintenance levels
- Contributing to the design, implementation and continuous improvement of section level processes and practices to deliver the business of the section (eg. use LEAN methodologies to optimize workflow and performance improvement)
- Leading, establishing and exemplifying the desired culture throughout the unit, that supports the City Operations Vision, Mission and Commitments, as well as the Corporate Leadership Principles
- Engaging and supporting staff in developing action plans to enhance internal communication, solve problems creatively, promote integration and support excellence
- Assuring the effectiveness of unit systems through timely, comprehensive, accurate and transparent reporting (eg. weekly and monthly progress reporting to management and subordinates)
- Provide technical support to the program/project management staff to enable them in making responsible, timely, and professional decisions
- Establishing, demonstrating and holding others accountable to the commitments of the Department, Branch, Section and Unit (eg. frequent expectation setting and performance appraisals for employees)
- Monitoring and managing risk to the projects as well as to the City and its reputation
- Bachelor’s Degree or Diploma in Engineering or a related discipline
- A Master’s degree in a related field is considered an asset
- PMP certification, a directly related professional designation or coursework/training in project management is considered an asset
- Recognized certification in Roadway or Infrastructure Maintenance, Asset Management or other related certification is considered an asset
- Additional certification or coursework/training in financial management; public administration; change management; or other leadership training is considered an asset
- Membership with APEGA or ASET is considered an asset
- A minimum of seven(7) years progressively responsible experience in a leadership role within a large, complex unionized organization
- Demonstrated senior level knowledge in program/project management with experience overseeing projects related to the maintenance of roads and multi-mode infrastructure
- Experience working with large seasonal operations and staff change over would be an asset
- Ability to analyze complex technical information and make timely decisions using solution based problem solving
- Strong verbal communication and interpersonal skills, with an ability to interact well with a diverse group of executives, colleagues, staff and citizens
- Demonstrated ability and willingness to develop strong relationships and work in a collaborative, integrated manner

Salary: $110,091.00 - $137,618.00 (Annually)
