Key responsibilities:
1.Provides leadership and direction to ensure financial activities align with the Municipal Government Act and Leduc County’s strategic and operational plans.
2.Plans, develops, implements, and coordinates the financial services functions, including budgeting, financial planning and reporting, taxes/utilities, purchasing, risk management, and related software system administration.
3.Establishes policies and controls on financial systems.
4.Works closely with the General Manager, Financial and Corporate Services to coordinate the organization’s annual operational planning & budgeting processes.
5.Works closely with Senior Management to provide financial support and analysis.
6.Provides financial reporting and information to Council and other departments as necessary.
7.Directs and leads the work of the department’s management team by planning, assigning, and supervising work.
8.Provides leadership and direction to the management team in the selection, training, development and motivation of staff to ensure optimum utilization of resources.
9.Liaises with other departments and outside agencies as required.
10.Develops current and long-term budgets which achieve the goals and objectives of the corporate strategic plan.
A professional accounting designation (Chartered Professional Accountant-CPA), with a minimum of five years experience (three years at a senior management level) with knowledge of municipal finance, by-laws and regulations, accounting, budgeting and auditing experience is required. Must have or be willing to attain a thorough knowledge of the Municipal Government Act, related statutes, laws, regulations and precedents respecting local government.
The position requires proficiency in Microsoft Office applications, and previous experience with the Serenic financial accounting software would be considered an asset.
The position requires experience and skills in office and financial management; experience in staff/project supervision; and excellent communication skills (oral and written). Familiarity with County structure, operations, and knowledge of rural communities is an asset.
