Background:

Funded by Infrastructure Canada (INFC), the Municipalities for Climate Innovation Program (MCIP) is a five-year $75 million national initiative whose goal is to enable Canadian municipalities to accelerate action to reduce greenhouse gas emissions and to reduce their vulnerability to climate change impacts – including through the integration of climate considerations in infrastructure asset management. Long-term, the funding supports of the MCIP program will help municipalities achieve their long-term sustainability and resilience goals and deliver higher performing infrastructure for Canadians. Managed by FCM, in collaboration with other organizations in the climate change mitigation and adaptation space, the MCIP has two complementary priorities: reinforce municipal and local community capacity in climate change mitigation, adaptation and innovative asset management approaches; and generate new knowledge for the municipal sector to enable replication, inform policy and other stakeholders’ initiatives that advance sustainability and resilience practices.  

Major Purpose:

As Advisor, Planning, Reporting and Knowledge you will be responsible for managing the overall planning and reporting processes of MCIP (annual work planning, budgeting, as well as monitoring and reporting on the effectiveness, outcomes, and impact of the program), for managing processes related to the governance of MCIP, and the verification and knowledge management component of the program in order to proactively and systematically capture and share the experiences and knowledge gained throughout the municipal sector.

As an active member of the FCM Programs Team, the Advisor, Planning, Reporting and Knowledge will support FCM’s overall role as a national leading municipal association aimed at strengthening local capacities and enhancing governance.

Key Responsibilities:

  • Coordinate the preparation of annual plans as well as annual and semi-annual reports, including developing schedules/critical paths, following up with staff on content-specific components, communicating established timelines and monitoring work progress. Create or refine planning and reporting processes, templates and tools as required to ensure compliance with reporting requirements stated in the MCIP Contribution Agreement.

  • Develop strategies and undertake research activities to mine knowledge and draw out stories of impact from reporting on MCIP funded projects including, plans, studies, demonstration projects and other initiatives related to climate change mitigation and adaptation, as well as the integration of climate consideration into municipal asset management.

  • Develop and implement systems and tools, including the Program Measurement Framework, to measure the effectiveness, outcomes, and impact of MCIP, and work with program teams, implementing partners, and funder to collect, manage and analyse MCIP result data.

  • Work with other MCIP staff to ensure the integration of lessons learned through the measurement of the program results in the program management, implementation approaches and communication opportunities.

  • Coordinate MCIP’s preparation of governance related meetings, including pulling together and reviewing agendas and supporting documentation as required. Ensure internal follow up for all requests, decisions, comments and actions items arising from these meetings and report accordingly.

  • Implement and manage compliance controls, appropriate governance approaches and processes, and oversee the conduct of compliance audits in accordance with the terms set out in the MCIP Contribution Agreement.

  • Manage activities related to the Knowledge Mobilization Strategy (KMS) of the program, including identifying key stakeholders and opportunities to engage with them over the span of the program, by supporting existing groups and initiatives that seek to promote climate mitigation and resilience at the national or regional level, and by organizing national and regional knowledge sharing events.

Requirements

Knowledge and experience

  • University degree in public or business administration, political science, project management or related discipline with a background in environmental science or engineering.

  • 5 – 7 years of progressively responsible experience in project and/or program management roles, including experience in planning and reporting processes and in facilitating groups

  • Experience with the design and implementation of research activities and a high level of comfort in understanding and synthesize findings from project reporting related to municipal sustainability, including climate change, smart growth, resilience, etc.

  • Experience in impact measurement and evaluation utilizing a broad range of both quantitative and qualitative tools and methods, including results based management approaches, internal controls, reporting procedures and principles

  • Experience in knowledge management and activities

  • Knowledge of the Canadian municipal sector and experience working with elected officials and/or a Board of Directors are definite assets

  • Strong political acumen, tact and diplomacy

  • Excellent interpersonal, collaboration and negotiation skills with a focus on external stakeholders

  • Excellent judgment, problem solving and decision making skills

  • Exceptional customer service skills

  • Excellent oral and written communication skills

Language:

  • The ability to work in both official languages (English and French) is preferred.
