The City of St. Albert has an exciting opportunity for an energetic and progressive General Manager (GM) for the Community and Protective Services Division. Reporting to the City Manager, the GM is a member of the Senior Leadership Team, responsible for providing strategic leadership for several essential and important public services to the community. The GM oversees a staff of 260 FTE’s plus approximately 300+ casual staff. The division includes: Cultural Services, Community and Social Development, Fire and Emergency Services, Recreation and Parks, and Policing Services.

The individual we are recruiting is visionary, with a passion to improve operational effectiveness and efficiency by researching and implementing best practices. You will have exceptional leadership skills that actively promotes involvement with staff, with an emphasis on motivating, strategic thinking and encouragement of people, teams and activities. The General Manager will seek to foster an environment within the division that promotes a culture of continuous improvement and ensures that the long-term vision, mission and goals of the residents and City Council are achieved.

This position requires sound budgetary, business planning and project management skills. You will have an understanding of Federal and Provincial legislation including the Municipal Government Act, The Police Act, Library Act with familiarity to the Emergency Management Act and Traffic Safety Act. The individual we seek should be someone who can fit within, lead and adapt in an ever changing and challenging municipal organization.

HOURS OF WORK

80 hours bi-weekly, Monday – Friday (8:00 – 5:00). There is a requirement for extra and evening hours, which includes attendance at Council meetings.

The successful applicant will be required to obtain a satisfactory police information check.

Requirements

QUALIFICATIONS

College Diploma or undergraduate degree in one of the related disciplines or in Public or Business Administration. Considerable related experience combined with education may be considered as equivalent.

Local Government Certificate or equivalent is desirable.

A minimum of 15 years’ experience, with at least 5 at a senior leadership level managing a multi-faceted operation; preferably in a municipal environment.

Strong leadership skills, including the ability to provide staff with vision and motivational direction in obtaining clearly defined goals.

Strong business acumen with excellent planning and financial management skills.

Excellent communication and analytical skills are essential, as is the ability to work in a team environment.

Fully conversant in the use of Microsoft Office applications.

Salary & Benefits

COMPENSATION

$153,687 - $186,983 per annum. In addition, the City of St. Albert offers a generous and comprehensive flexible benefit package.
