Reporting to the Chief Administrative Officer (CAO), the Director of Finance and Business Services is responsible for the operations of the Finance and Business Services Department.  In addition, the Director holds the statutory position of Treasurer. The Director is responsible for the development of the budget/budget control for the corporation, audits and all other financial matters related to the operation of the Corporation as set forth in Ontario legislation and as per the instructions set forth by the Ministry of Municipal Affairs and Housing. In addition, the Director serves as Provincial Offences Act liaison and is responsible for maintaining relevant municipal insurance policies to appropriately manage risk; taxation, financial planning, tangible capital asset inventory and reporting, capital asset lifecycle planning, development charges bylaw, fees bylaw, purchasing, fiscal policy development and administration and borrowing bylaw. The Director is also responsible for implementation and review of matters related to information technology, which is applied on a corporate-wide basis.  

The successful candidate will be able to demonstrate an understanding of working in the best interest of the Municipality as a whole, in support of municipal strategic initiatives and established goals and objectives.

Specific Duties:

  • Develop long range capital forecasts, and annual municipal operating and capital budgets.
  • Responsible for all statutory responsibilities of the Treasurer including all external financial reporting and Chief Financial Officer (CFO) requirements as authorized officer of the corporation for all agreements and related reporting.
  • Responsible for the delivery of all financial analysis, budget monitoring and variance reporting, account trend analysis, and all financial support and analysis required by the various operating departments.
  • Prepare, present, monitor and evaluate annual capital and operating budgets as requested by CAO and Council.
  • Provide purchasing, payments, accounts payable, accounts receivable, cash receipts and payroll services to the Corporation.
  • Provide budget control and financial reporting services.
  • Project and monitor financial variances as part of the monthly reviews.
  • Provide and keep current the Municipality‘s information systems, telephone and technology and provide support in regard to same to other departments.
  • Prepare appropriate financial information returns to the Province of Ontario.
  • Responsible for the overall human resource management of the Finance and Business Services areas including Accounting Services, Financial Analysis and Information Technology.
  • Grant agreement administration and reporting as CFO.
  • Research, develop, negotiate, recommend and administer reserves/funds, cash flow, and investments.
  • Research, recommend, administer and monitor financial, purchasing, insurance related and technology policy for the corporation.
  • Determine and recommend tax rate to collect annual levy including application of tax policy, tax registrations, issue tax certificates, roll administration, ratepayers inquiries, appeals, policy, assessment review board hearings, etc.
  • Oversee and administer municipal insurance policies to appropriately manage risk.
  • Oversee banking, audit, and actuarial reviews, financing and borrowing activities including issuance of debentures.
  • Other duties as assigned.
Requirements
  • Minimum of 10 years’ progressive experience at senior management level in finance. 
  • Must have experience in a municipal environment.
  • Must have a University Degree in Business, Commerce, Accounting or Finance.
  • Must have a Chartered Professional Accountant (CPA) designation in good standing.
  • Must have thorough knowledge of financial, purchasing, accounting and auditing principles and practices, applicable legislation/regulatory standards, investment and debt management, provincial grant processes, property taxation, budget formulation, local government functions and responsibilities, health and safety, and employee relations principles and practices.
  • Must be able to demonstrate strong leadership, facilitation, interpersonal and organizational skills.
  • Must have proven ability to establish and maintain effective working relationships with a diverse group of stakeholders and must be able to effectively manage multiple projects concurrently.
  • Must be able to prioritize workload, meet deadlines, be detail oriented and accurate; and have knowledge of payroll regulations and employment standards.
  • Demonstrate tact and discretion in handling matters of a confidential or politically sensitive nature.
  • Strong written and verbal communication skills.
  • Must have advanced computer skills in financial information systems, taxation and database software and Microsoft Office applications.
  • Experience in associated evaluative techniques, payroll systems and applications.
  • Experience in information systems and technology is an asset.
  • Experience in Questica and Vadim software programs are assets.  
  • Must be knowledgeable of the Municipal Acts and By-laws.
  • Must have experience with developing operational recommendations and requirements.
Salary & Benefits

$125,949.29 - $142,268.51 annually and a comprehensive benefits package is included. 

35 hours per week. Some travel and attendance at evening meetings is required. Lieu time is capped at 35 hours annually.
