NOTICE OF VACANCY

 

LEGAL COUNSEL – SOLICITOR

(Temporary – 1 to 2 years approx.)

 

The Legal Counsel - Solicitor is responsible for protecting and advancing the legal interests of the City, and ensuring that corporate actions, policies, programs and regulations are legally enforceable and functional within the existing political/legal system in one or more of the following areas:

  • Municipal and Tax law focusing on: Advising on matters arising under the Municipal Act, MFIPPA, the Municipal Elections Act and the Municipal Conflict of Interest Act including, for example, annexation, tax sales, growth management, municipal capital facilities, bonusing, municipal services corporations.
  • Planning and development law focusing on: Planning and development law, including land subdivision, severances, condominiums, official plans, zoning and development, by-law review, preparation and advice, preparation of development agreements and planning issues generally.
  • Environmental law focusing on: Environmental legislation, regulations and issues.
  • Real Estate and Property law focusing on: Issues relating to the acquisition/disposal of lands including acquisitions, sales, expropriations, leases and title information processes and related easement and encroachment agreements.
  • Corporate commercial / contracts law focusing on: Drafting and reviewing / negotiating a full range of commercial contracts including procurement and supply contracts; computer / technology contracts; non-disclosure agreements, MOUs and Letters of Intent. Corporate governance including creation; maintenance and winding up of corporations.
  • General: Interpretation/preparation of all manner of documents, including by-laws, corporate documents, drafting of all manner of reports and correspondence, the development of standardized contracts, agreements or forms, ATIP ( Access to Information Privacy) administration, handling all manner of various enquiries/responses, and overseeing outside counsel.

 

Requirements

Applicants must have:                                                                                          

Education (degree/diploma/certifications)

  • Completion of Bachelor of Laws (LL.B) or Juris Doctor (J.D.) degree (a 3-year program after first degree).
  • Must be called to the Bar of Ontario and be a member in good standing with the Law Society of Upper Canada.

 

Experience

  • Four (4) years of broad legal experience in the practice of municipal law, as outlined in the Job Summary, which may include specific experience directly related to the assigned area of practice.

 

Knowledge/Skill/Ability

  • Knowledge of the Municipal Act 2001, the Planning Act, Ontario Building Code Act, Development Charges Act, MFIPPA, the Municipal Elections Act, the Municipal Conflict of Interest Act, the OBCA, the Condominium Act
  • Knowledge of the Code of Professional Conduct of the Law Society of Upper Canada
  • In-depth knowledge of municipal operations, City organizational structures, and departmental business requirements, complexities, and inter-relationships

 

 

Salary & Benefits

The 2016 salary range is $101,456.76 to $123,319.37 per year ($55.75/hr to $67.76/hr). The hours of work will be 35 hours/week. For full details regarding this position, please visit our website at www.barrie.ca
