Reporting to the Manager, Organizational Development, and as a key member of the Human Resources team, the Learning and Development Specialist will provide design, development and delivery of instructor led courses to support corporate employee development.

Working with subject matter experts and key stakeholders, you will complete all stages of the instructional design process including needs assessment, design development, implementation and evaluation. Duties will include:

  • Interfacing with City of Surrey stakeholders to identify and understanding development needs,
  • Collaborating with business subject matter experts to design and develop instructor led training to support the City’s core leadership competencies, business changes, new initiatives and skill training offerings.
  • Undertaking special learning projects and assignments.
  • Being the Program Facilitator for the Emerging Leaders Program (including delivering regular coaching and feedback to program participants).
  • Facilitating or co-facilitating instructor led training programs/sessions.
  • Providing administration and coordination services for course schedules, materials, evaluations etc.
  • Researching and recommending programs and resources for delivery from both internal and external sources.
Requirements

The successful candidate will have a University degree or diploma in a related discipline, with 3 - 5 years of experience in a training and development role. An equivalent combination of education and experience may be considered. You will be proficient in MS Office and have a high level of comfort using related technologies.

You have excellent skills in leadership development, coaching, feedback, team development, and facilitation. You demonstrate effective communication, planning and organization skills, and are knowledgeable of the latest training and development trends and best practices. You have strong interpersonal and service skills.  You are able to facilitate complex interpersonal situations. You exhibit good judgment and initiative, and are able to work independently.
