Description
It is important to understand how Edmonton is changing and how this change is reflected in our government. We do this through our democratic municipal events with major components being Elections and Census. The Office of the City Clerk is now looking for a Project Lead to coordinate and complete the operational activities associated with implementing these major events and be the "Go-To" person. 

 

You will use your exceptional project management and technical skills to complete the following:

 

Elections Program (3rd Monday of October every 4 years): 

  • Act as a Deputy Returning Officer
  • Implement democratic municipal electoral events in the City which include public votes, by-elections, general elections or questions on bylaws or other issues requiring votes under provincial legislation
  • Assist in the completion of all technology and administration requirements associated with the election project
  • Supervise a team within the election project

Census Program (April 1 every 2 years): 

  • Assist in the completion of all technology and administration requirements associated with the census, ward boundary and petition projects
  • Complete all research, statistical analysis and provide recommendations to ensure all processes align with legislative changes
  • Coordinate functions required to implement a municipal census in the City Edmonton including advertising, hiring, training, ordering supplies, developing forms and tabulating results
  • Work with contractors to implement census strategies such as internet census

Other Duties

  • Research, draft and revise existing business processes related to elections, ward boundary, petitions and census
  • Meet with sections, branches and departments on proposals to amend, improve and/or upgrade use of census and election programs 
  • Collect, organize and interpret reference material, election and census data and legal opinions 
  • Draft and revise correspondence for the Office of the City Clerk
  • Assist the Office of the City Clerk in planning, implementing and fulfilling its strategic plan, priorities and initiatives
Requirements
  • Bachelor's degree in Political Science, Human Geography, Urban Planning or Business Administration. Those who possess Geo-Spatial, Business Analyst or Project Management certificates will also be considered
  • A minimum of 4 years progressively responsible and diversified experience in a complex and multi-disciplined municipal organization conducting elections and/or census
  • Good working knowledge of Microsoft Office Suite and Google Gmail
  • Excellent understanding of elections and census operations
  • Excellent verbal and written communication skills
  • Strong analytical, project and research skills
  • Experience managing the implementation and deployment of applications with a strong focus on product efficiency
  • Experience supervising and evaluating staff 
  • Ability to work in a confidential, demanding environment and meet strict statutory deadlines
  • Working knowledge of the Municipal Government Act, Local Authorities Election Plan and Freedom of Information & Protection of Privacy Act
  • The successful candidate will be required to provide their own vehicle for City use and where appropriate, may be reimbursed according to City policy. This may require the applicant to obtain auto business use insurance

Salary & Benefits

 $68,936.06- $98,475.95 (Annually)
